A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA MONICA ENDORSING
THE PRIORITY PLAN FOR EXPENDITURE
FOR JURISDICTIONS WITHIN THE COUNTY
OF LOS ANGELES FROM THE NEJEDLY-HART
STATE, URBAN, AND COASTAL PARK BOND
ACT OF 1976.
WHEREAS, SB 1321 approved by the Governor of the
State of Ca11fornia on June 24, 1976, created the Ne)ed1y-
Hart State, Urban, and Coastal Park Bond Act of 1976~ and
\VHEREAS, the voters of the State of Ca1ifornla on
November 2, 1976, adopted the Nejed1y-Hart State, Urban
and Coastal Park Bond Act of 1976 and authorized the lssuance
of bonds ln the amount of $280 milllon to provlde funds to
acquire, develop, a~d restore real property for state and
local park, beach, recreatlona1, and hlstorical purposes~ and
WHEREAS, approximately $24.5 ml11ion of these funds
will be avallab1e for use by Los Angeles County and eligible
clties and dlstricts wlthin Los Angeles County and ellgib1e
cltles and distrlcts Wlthin Los Angeles County for the
acquisltlon and development of high priority projects~ and
WHEREAS, Section 5096.127 of the Public Resources
Code requires that each County of the State submlt a prlorlty
plan of expenditures to the State Department of Parks and
Recreation prlor to June 3D, 1978; and
WHEREAS, the plan must be approved by at least flfty
(50%) percent of the clties and distrlcts withln the County
representing at least fifty (50%) percent of the populatlon
of the citles and d~stricts, and by the County Board of
Supervlsors; and

WHEREAS, similar prOV1Slons were requlred for
State Beach, Park, Historlca1 and Recreational FaCllitles
Bond Act of 1974 and after numerous meetings more than
flfty (50%) percent of the ]urlsdictlons and representlng
more than fifty (50%) percent of the populatlon agreed
that the expenditure plan should provlde twenty-flve (25%)
percent of the avallable funds to Los Angeles County in
recognltlon of ltS reglonal park responslblllty as well as
ltS local park responslb1llty and the remalnlng seventy-flve
(75%) percent to be made avallable to cities and dlstr1cts
on an equal per caplta basls except that no ]urlsdlctlon
would recelve less than $10,000; and
WHEREAS, all cltles and dlstricts w1thln Los Angeles
County were lnv1ted to send representatives to a December 2,
1976, meeting wherein the attached prlority plan for
expendltures was adopted by an overwhelmlngly ma]Or1ty;
NOW, THEREFORE, the C1ty CounCll of the C1ty of
Santa Monlca does resolve as follows:
SECTION 1.
That the C1ty Councll of the Clty
of Santa Monlca hereby approves the priority plan for
expend1tures for Los Angeles County as adopted at the December
2, 1976, meet1ng. Sald plan 1S attached hereto and made a
part hereof.
SECTION 2.
The Clty Clerk shall certify to the
adoptlon of thlS resolut1on, and thenceforth and thereafter
the same shall be in full force and effect.

ATTACHMENT TO RESOLGTION
LOS ANGELES COUKTY
PRIORITY PLAN FOR EXPENDITURE
NEJEDLY-HART STATE, URBAN, AND COASTAL PARK BOND ACT OF 1976
I. Twenty-five percent (25%) of the funds ava1lable for
the agencies in Los Angeles County w11l be allocated to the
County of Los Angeles in recognition of its regional park
respons1bilities in addition to its local park responsib1lities
for the unincorporated areas.
Based on the State's current
projected 1980 population, the funds available for the agencies
of Los Angeles County will be $24,501,697.
This figure is
subject to m1nor change when the State Department of Finance-
recomputes the projected 1980 population in January 1977. The
State's January 1977 projected 1980 populat10n of Count1es w11l
be the basis on which the funds w1ll be allocated to Counties.
Therefore, the County of Los Angeles can expect to allocate
about $6,125,424 (25%) of $24,501,697).
II. Cities in Los Angeles County with a popu1at10n of
less than 3,275 will receive $10,000 based on the plan that
no City will receive less than $10,000.
III.
The remaining funds w111 be allocated to C1ties on
a per capita basis.
The ~opulation figures to be used in
computing the amount to be allocated to each City w11l be the
State of California Department of Finance estimated populat1on
as of January 1977.
It is estimated that each C1ty would be
allocated about $3.05 per capita.
