A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
AMENDING THE RULES AND REGULATIONS
FOR THE CONDUCT OF CITY COUNCIL
MEETINGS.
THE CITY COm~CIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1.
Section 3 of Resolution 4848 (CCS)
is hereby amended to read as follows:
Section 3. AGENDA. The Clty Clerk
shall prepare the Agenda under the
directlon of the Clty Hanager. The
Agenda w~th all supporting matters shall
be dellvered to Councilmembers on the
Thursday preceedlng the Tuesday Council
Meetlng to WhlCh It pertalns and shall be
made avallable to the public no later than
3:00 o.clock on the Friday preceding the
scheduled Counell Meetlngs; providing,
however, that at any tlme prlor to the
hour set for the Councll Meeting, any
Councilmember, the City Manager or the
Clty Attorney, may dlrect any manner he
deems urgent to be placed upon the agenda;

of citizens can be accommodated ln
the Council Chambers and also can be
heard earlier in the evening and such
notices as required by law are requested
by the Council of the same shall be
sent out not less than fifteen (15)
day s prior to the hearing, unless another
tlme lS otherwise specified by law.
Where a matter requlres a formal
publlC hearlng prlor to final action by
the City Councll, no person shall be heard
thereon except at the time of the publlC
hearlng.
No public discusslon shall be permltted
on second reading of ordinances, reports of
commissions, wrltten communicatlons other
than reports of offlcers and commlsslons,
or on Councilmanic discussion items, unless
consent is glven by two-thlrds (2/3) vote
of the Councilmernbers present.
SECTION 2. Section 5. 11 is hereby amended
to read as follows:

SECTION 3.
