RESOLUTION AUTHORIZING THE FILIXG OF fu~ APPLICATION
WITH THE DEPARTMENT OF TRANSPORT~TION, UNITED STATES
OF ~IERICA, FOR AN OPERATING GR~T UNDER SECTION 5
OF THE URB~~ ~~SS T~~SPORTATION ACT OF 1964, AS ~lliNDED
~BERE~S, the Secretary of Transportation 2S authorIzed to make grants for
mass transportatIon proJects;
WHERE~S, the contract for fInanCIal assistance WIll Impose certaln obllga-
tlons upon the applicant, lncludlng the prov1sion by lt of the local share
of proJect costs;
WHEREAS, it is requlred by the U.S. Department of Transportation to accord
wlth the prOVIsions of Title VI of the CIV11 Rights ~ct of 1964, that ln
connect10n WIth the fl1lng of an app11cat10n for assistance under the Urban
Mass Transportatlon Act of 1964, as amended, the appllcant g1ve an assurance
that it w11l comply with Tltle VI of the CIVll Rlghts Act of 1964 and the
U.S. Department of Transportat10n requirements thereunder; and
~BEREAS, it is the goal of the App11cant that minority bus1ness enterpr1se
be ut1l1zed to the fullest extent poss1ble ln connectlon wlth th1s proJect,
and that defInite procedures shall be established and admlnlstered to ensure
that minority businesses shall have the maXlmum feaslble opportun1ty to com-
pete for contracts when procuring construction contracts, supplies, eqUIpment
contracts, or consultant and other servlces
NOW, THEREFORE, BE IT RESOLVED by the City Councll of the City of Santa Monlca
as follows
SECTION 1. That the Clty Manager lS authorIzed to execute and flIe an appIl-
catlon on behalf of the Santa ~onlca ~unlc1paI Bus Llnes WIth the
U.S. Department of Transportatlon, to aId ln the finanCIng of the
translt operat10ns for the 1978 flscal year.
SECTION 2. That the City }Ianager is authorlzed to execute and flle w1th such
appllcation an assurance or any other document requlred by the
U.S. Department of Transportatlon effectuating the purposes of
Tltle VI of the C1V1I R1ghts Act of 1964.
SECTION 3. That James D. W1111ams, CIty Manager, 1S authorlzed to fUrTI1sh
such addit10na1 informat10n as the U.S. Department of Transporta-
t10n may requlre ln connect10n with the appllcatlon or the proJect.
SECTION 4. That the Clty Manager 1S authorlzed to set forth and execute af-
flrmative minority business pollcles 1n connect10n w1th any of the
proJect's procurement needs.
SECTION 5. That the City Manager lS authorlzed to execute grant contract
agreements on behalf of the Santa Monlca Munic1pal Bus LInes wlth
the U.S. Department of Transportatlon for aid ln the financlng of
the operat1ng ass1stance proJects.
