~ RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA ADOPTING
STATEMENT OF POSITION PURSUANT TO RULE
14 OF THE CIVIL AERONAUTICS BOARD REGARDING
DUAL DESIGNATION FOR NON-STOP FLIGHTS FROM
LOS ANGELES TO THE UNITED KINGDOM
l~EREAS. the City of Santa Mon~ca has been follow~ng wlth lnterest
the development of the tran~-Atlantic route proceedings, especially the impact
of Bermuda II on U.S. scheduled service to London; and
I~EREAS. the City of Santa Monlc~ like other communities in Southern
Ca1~fornla, has a vested lnterest in the resolution of the dual deslgnation
issue; and
WHEREAS, Los Angeles has been the second largest London market in
the U.S. and its growth has been stlfled by the lack of capaclty as eVldenced
by the high load factors over the last three years; and
I~EREAS, the City understands that the intentions of the negotiators
as eVldenced by the Department of State testimony on the CiVll Aeronautics
Board's record was to restrlct U.S. competition to the two largest U.S. markets
namely New York and Los Angeles;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ~UNICA RESOLVES
to adopt the attached Rule 1~ Sratement of Position supporting dual deSlgnation
for the Clty of Los Angeles.
BE IT FURTHER RESOLVED THAT the attached Rule 14, Statement of Position,

1978. adopted the attached resolution In support of dual designat~on for the
City of Los Angeles for non-stop flights from that City to the Un~ted K~ngdom.
As ~nd~cated in the resolut~on, the C~ty of Santa Monica has been following.
wlth interest, the development of the trans-Atlantic route proceedIngs,
especially the impact of the results of the Bermuda II on U.S. scheduled
serv~ce to London. Our community l~ke any other in Southern Californ~a
has a vested interest in the resolution of the dual designation issue.
Suspens~on of Pan Am's London service during the fuel cr~s~s of 1974 has
left the Southern California gateway with insuffIcient service to London.
Los Angeles has been the second largest London market ~n the U.S. and ~ts
growth has been stifled by the lack of capacIty as evidenced by the hIgh
load factors over the last three years.
The shortage ~s particularly accute when one consIders that there are

very few alternat1ve European services ava1lable. There is no question
that many passengers orig1nating 1n Southern California and the Southwest
U.S. have been 1nconven1enced by the necessity to make connect1ons over
alternative gateways.
We further understand that the 1ntentions of the negotiators as evidenced
by the Department of State testimony on the Civ1l Aeronaut1cs Board record
was to restrict U.S. compet1tion to the two largest U.S. markets, namely
New York and Los Angeles.
For these reasons, the City Council of the C1ty of Santa Monica urges
that the Board provide Los Angeles with the dual designation status
1t deserves.
