A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA WAIVING FORMAL BID PROCEDURE
AND AUTHORIZING DIRECT NEGOTIATION FOR BUS
FARE BOXES AND FARE COLLECTION SYSTEM
WHEREAS, the City Council previously has approved entering into
a grant contract with the Urban Mass Transportation Administration
calling for bus fare boxes and a fare collection and rrocessing
system; and
WHEREAS, only one manufacturer within the United States is known
to produce compatible fare boxes and fare processing equipment canable
of meeting the City's current and anticipated reouirements; and
HHEREAS, to formally advertise for bids to supply this equipment
would entail expense and delay with no assurance that competition
would be generated or that such action would be to the City's benefit.
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the City Council finds that only one knovm
source exists for the fare boxes and fare collection eauiument.
SECTION 2. That the City Council finds that the purchase of
this eauipment is of necessity to the City and that to solicit bids
formally would be to no avail and would cause unnecessary expense
and delay.
SECTION 3. That the City Manager is authorized to negotiate
directly for this equipment without calling for formal bids.
SECTION 4. The City Clerk shall certify to the adoption
of this resolution, and thenceforth and thereafter the same shall
be in full force and effect.
