RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING THE FILING OF AN APPLICATION FOR FOURTH YEAR
COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS UNDER THE HOUSING
AND COMMUNITY DEVELOPMENT ~CT OF 1974, AS AMENDED OCTOBER
1977.
WHEREAS, the City Council of the City of Santa Monica held public
hearings on January 10, 1978, and January 24, 1978, to determine community
development and housing needs and to review the draft application; and
WHEREAS, a survey of housing conditions was conducted In the City of
Santa Monica; and
WHEREAS, a CItizen Participation Plan was developed to provide citizens
with adequate information concerning the amount of funds available for proposed
community development and housing activities, the range of activities that may
be undertaken and other important requirements; and
WHEREAS, Citizens were provided an adequate opportunity to participate
in the development of the appl ication and in the development of any revisions,
changes or amendments; and
WHEREAS, on January 24, 1978, the City Council unanimously approved a
final appl ication for submiSSion to the Southern California Association of
Governments in compl iance with OMB Circular A-95 clearinghouse requirements and
approval of certifications required with the appl ication.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS;
SECTION I. That the City Council of the City of Santa Monica possesses
legal authority to apply for the grant and to execute the proposed program.

SECTION 2. That the City Council authorizes the filing of the
appl ication, Including all understandings and assurances contained therein.
SECTION 3. That the City Council designate the City Manager as the
authorized representative of the City of Santa Monica to act In connection with
the applIcation and to provIde such additional information as may be required.
SECTION 4. The City Clerk shall certify to the adoption of this
resolution, and thenceforth and thereafter the same shall be in full force and
