, A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA FOR
THE PURPOSE OF SUmlJrI'TING TO THE
QUALIFIEpELECTORS-OF THE CITY OF
SANTA MONICA PROPOSITION NUMBER 1
REGARDING LON AND MODERATE RENT
HOUSING IN THE CITY OF SANTA MONICA,
AND PROVIDING FOR THE SUBMISSION OF
THE SAME AT THE SPECIAL MUNICIPAL
ELECTION TO BE HELD ON THE SIXTH
DAY OF JUNE, 1978.
THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
WHEREAS, it is the deslre of the City COUDC11
to submit the following proposition to the qual1fied
electors of the City of Santa Mon~ca for rat~fication and
adoptlon,
NOW, THEREFORE, the City Council of the Clty
of Santa Monica does resolve as follows:
SECTION 1.
That a speclal municipal election
shall be held on the slxth day of June, 1978.
SECTION 2.
That at sa~d spec~al munlcipal
election, the fo110wlng proposition lS to be submitted
to the qual~fied electors of the City of Santa Monica:

Block Grant funds, and redevelopment
tax increment funds, shall the Clty
of Santa Monlca, through its
approprlate agencles, develop,
finance or rehabl1~tate, but not
own or operate, wlthln the C~ty,
houslng for rental to low and
moderate income persons, no less
than flfty percent (50%) of WhlCh
shall be reserved for persons age
sixty (60) and older, not to exceed,
ln total throughout the Clty, one
percent (1%) of the dwelling unlts
in the C~ ty?
SECTION 3.
That upon the ballots to be used
at such specla1 munlclpa1 electlon and ln addltlon to the
other matters requlred by law, there should be prlnted
substantlal1y the fo110wlng:

RECORDER: NEVER WITH PEN OR
PENCIL.
INSTRUCTIONS TO VOTERS: Remove the
card from the gray wrlte-ln ballot
envelope. Place the card all the
way lnto the Vote Recorder.
To vote on any measure, punch the
ballot card through the hole next

All dlstingulshing marks on the ballot
card are forbidden and make the ballot
vOld. If you wrongly punch, tear or
deface the ballot card, return lt to

SECTION 4.
The pOlls for said electlon shall be
open at seven o'clock a.m. on the day af sald electlon and
shall remaln open contlnuously from sald tlme untll elght
o'clock p.~. on the same day when sald polls shall be
closed, except as otherwlse provided by the Electlons Code
of the State of Callfornla.
SECTION 5.
The Clty Attorney 15 dlrected to
prepare an lmpartial analYS1S for sald proposltlon pursuant
to Sectlon 5011 of the E1ectlons Code of the State of
Cal1fornla.

SECTION 6.
The Clty Clerk shall cause a copy
of sald measure, or a synopsls of sald measure, to be
publlshed ln the Santa Monlca Evening Outlook, a newspaper
of general circulatlon ln the City of Santa Mon~ca, once
a week for two success~ve weeks prior to sa~d elect~on.
SECTION 7.
The Clty Clerk shall cause sald
proposltlon to be prlnted and a copy thereof to be malled
wlth a sample ballot to each voter In the Clty of Santa
Monlca at least ten days prlor to said elect~on.
SECTION 8.
The Clty Clerk shall cert~fy to the
adoptlon of thlS resolutlon, and thenceforth and thereafter
the same shall be ~n full force and effect.
