A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA t,ONICA APPROVING THE FINAL ENVIRONMENTAL
IMPACT ASSESSMENTS POR THE FOURTH YEAR HOUSING
AND COMMUNITY DEVELOPt1ENT BLOCK GRANT APPLICATION.
~~EREAS, it was necessary to prepare enVlronmental
assessments for the proJects proposed In the Houslng and Co~unlty
Development Block Grant appllcation; and
WHEREAS, the envlronmental status of each proJect was
determ~ned and the appllcable assessment prepared; and
NHEREAS, public notiflcation was conducted in a manner
provlding cltizens adequate opportunlty to review and comment on
the draft assessments; and
WHEREAS, departments and agencies having special interest
or jurisdict~on over the proJects reviewed the draft assessnents; and
WHEREAS, no comments or suggested revisions have been
received to date; and
WHEREAS, the followlng draft environmental assessments have
been prepared for each new proJect conta~ned ~n the 197B-79 Community
Development Block Grant appl~catlon:
1. A Notice of Find~ng of No Signiflcant Effect on the
Environment and a Negative Declaration for public lmprovements in
support of the housing rehabilltatlon program target areas, lnclud~ng
curb, gutter, street pavement, sldewalk, sewer and water main repair
and reconstructlon; generally cltywide, and speclflcally for the
portion of Seventh Street between Kensington and Strand.
2. A Notlce of Finding of No Slgniflcant Effect on the
Environment and a Negatlve Declaration for the Fairvlew Branch Library
communlty room expansion.
3. A NotIce of Findlng of No Significant Effect on the
Environment and an Exempt~on Declaratlon for the construction of
wheelchair ramps at two locatlons.

4. A NotIce of F~nding of No Slgniflcant Effect on the
Environment and a Negatlve Declaratlon for the renovatlon of a
historlcal landmark, the Heritage Square Museun, wlth matching funds.
5. A Notlce of Flndlng of No Slgnlflcant Effect on the
Environment and an Exemptlon Declaratlon for the replacement of the
bowllng green at Douglas Park with matching funds.
6. A Notlce of Finding of No Slgnlf~cant Effect on the
Environment and an Exemption Declaration for installlng llghts at
Virginia Avenue Park.
7. A Notice of Flnding of No Signlficant Effect on the
Environment and a Negative Declaratlon for the establishment of a
contlngency fund and possible future use of a port~on of the fund
for a multi-purpose social center for seniors.
Additional 9rojects to be covered under the 1978-79
Community Development Block Grant funding are a continuation of
previously commenced activities for which environmental rev~ew and
clearance has been completed and for WhlCh circumstances, lncluding
the availability of additional data or advances in technology, have
not changed slgniflcantly. Therefore, no new envlronmental review
is required. These proJects consist of the following:
8. Revolvlng loan and grant fund for housing rehabilitation.
9. General administratlon and plannlng.
10. Payment of interest on outstanding Ocean Park
Redevelopment Project debt.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the Final Environmental Impact Assessments
are completed in compliance with the California Envlronmental Quality
Act, State and City guidelines, and federal regulatlons.
SECTION 2. That the City Council has reviewed and considered
information contained in the Final Environmental Assessments.
SECTION 3. That the Clty Counc~l determines that the project,
the Housing and Community Development Block Grant appllcation, will not
have a substantlal impact on the envlronment.

SECTION 4. That the City Councll designates the Clty
Manager as the author1zed representative of the Clty of Santa Monica
to act 1n connectlon wlth the appl~cation, and to provlde such
addltlonal lnforrnatlon as may be requlred.
SECTION 5. The Clty Clerk shall certlfy to the adoptlon
of this resolutlon, and thenceforth and thereafter the same shall
be In full force and effect.
