A RESOLUTION OF THE CITY COUNCIL
OF TIlli CITY OF SANTA MONICA FOR
THE PURPOSE OF SUBfJiII'TING TO 'rEE
QUALIFIED ELECTORS OF THE CITY OF
S&~TA MONICA PROPOSITION NO. 2
CONSISTING OF A PROPOSED CHARTER
A~ENDMENT RELATING TO THE ESTABLISHMENT
OF A SYSTEM OF RENT CONTROL IN THE
CITY OF SANTA MON lCA, AND PROVIDIUG
rOR THE SUBJ.1ISSION OF THE SAME AT
THE SPECIAL MUNICIPAL ELECTION TO
BE HELD ON THE SIXTH DAY OF JUNE,
1978.
THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
WHEREAS, a pet~t~on for subm~sslon to voters of
proposed amendment to the charter of the Clty of Santa
Monlca has been clrculated wlthln the CltYi and,
WHEREAS, sald petltlon has been slgned by the
requlslte number of el~glble persons to quallfy for the
ballot,
NOH, THEREFORE, the Clty Councll of the City of
Santa Monlca does resolve as follows:
SECTION 1.
That a speclal municipal electlon shall
be held on the sIxth day of June, 1978.
SECTION 2.
That at sald speclal munlclpal electlon,
the followlnq proposltlon lS to be submltted to the quallfled
electors of the Clty of Santa Monlca:

~n the Clty of Santa Monlca?
SECTION 3.
That upon the ballots to be used at
such speclal munlcipal electlon and In add1tlon to the other
matters required by law, there should be prlnted substantlally
the following:
PUNCH OUT BALLOT CARD ONLY
WITH PUNCH ATTACHED TO VOTE
RECORDER; NEVER WITH PEN OR
PENCIL.
INSTRUCTIONS TO VOTERS: Remove the
card from the gray wrlte-in ballot
envelope. Place the card all the
way lnto the Vote Recorder.
To vote on any measure, punch the
ballot card through the hole next
to the arrow to the right of the
word "Yes" or the word "No."
All dlstlngulshing marks on the ballot
card are forb~dden and make the ballot
void. If you wrongly punch, tear or
deface the ballot card, return It to
the lnspector of election and obtaln
another.

SECTION 4.
The polls for sald elect~on shall
be open at seven o'clock a.m. on the day of sa~d electIon
and shall remaln open contlnuously from sald t1me unt~l

elght o'clock p.m. on the same day when sald polls shall be
closed, except as otherw~se prOVlded by the Elect~ons Code
of the State of callfornla.
SECTION 5. The Clty Attorney lS directed to
prepare an lmpartlal analysIs for saId propos~tlon pursuant
to Sectlon 5011 of the Electlons Code of the State of
Callfornla.
SECTION 6. The Clty Clerk shall cause a synopsls
of sald proposed Charter amendment, as contalned In sald
petltlon for submlsslon to voters of proposed amendment
to the Charter of the Clty of Santa Monlca, to be mal led
to all quallfled voters wlth a sample ballot at least ten
(10) days prIor to the elect~on, pursuant to Sectlon 4018
of the Electlans Code of the State of Callfornla.
SECTION 7. The Clty Clerk not less than forty
(40) days and not more than Slxty (60) days before the
slxth day of June, 1978 shall cause thlS resolutlon to be
publ~shed once In the off~clal newspaper of the Clty of
Santa Honlca, to Wlt: the Santa Honlca Evenlng Outlook,
a newspaper of general clrculatlon wlthln the Clty of
Santa Monlca, and In each edltlon thereof durlng the day of
publlcatlon, and shall untll the day fixed for the electlon
upon such proposed amendment, advertlse in sald Evenlng
Outlook, a notlce that caples of such proposed amendments
may be had upon applicatlon therefor.
SECTION 8. The Clty Clerk shall certlfy to the
adoption of thls resolutlon, and thenceforth and thereafter
