A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA WAIVING FO&~AL BID PROCEDURE
AND AUTHORIZING THE CITY ~~NAGER TO NEGOTIATE
DIRECTLY FOR THE PURCHASE OF MICROFILM
EQUIPMENT
WHEREAS, the CIty Council prevIously has approved the purchase
of microfilm equipment to support the Records Management Program; and,
WHEREAS, extenslve analysls has been made of the mIcrofilm
equipment available and a survey has been conducted and comparIsons
made; and
WHEREAS, it is found that there are varIables In the equIpment
whIch preclude effective formal bId procedures; and
WHEREAS, to seek formal bids would cause unnecessary expense
and delay.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS.
SECTION 1. That to formally advertIse for bids to purchase
mIcrofIlm equipment would be to no avail and would cause unnecessary
expense and delay.
SECTION 2. The City Manager IS hereby authorized to negotiate
directly and award a contract for thIS serVIce without formal adver-
t15Ing for bids.
SECTION 3. The City Clerk shall certify to the adoption of
this resolution and thenceforth and thereafter the same shall be in
full force and effect.
