A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA URGING
THE ELECTED OFFICIALS OF THE UNITED
STATES REPRESENTING THE CITY TO
SUPPORT THE PRINCIPLE OF LOCAL
CONTROL OF NOISE ABATEMENT AT THE
SANTA MONICA MUNICIPAL AIRPORT.

Assoc~at~on v. City of Santa Monlca now pending ln Un~ted
States D~strict Court for the Central Di~trict of Californla
the valldity of the regulatlons providing for noise abatement
at the Santa Monica Municlpal Airpor~ have been challenged; and
WHEREAS, the Unlted States of Amerlca as Amicus
Curlae has advocated the lnvalldity of certain of the noise
abatement regulations particularly the ban on jet aircraft
and the Single Event Nalse Exposure Level (SENEL) limit: and
WHEREAS, the establishment and enforcement of
effectlve noise abatement regulatlons is vital to the enviran-
mental health of the communlty and the cltizens who reside
thereln: and
iiHEREAS, the protectlon of the princlple of local
control over proprietary enterprises is vital to the
maintenance of an enllghtened federal system of government; and
~iHEREAS, the elected officials of the United States
Congress representing the Cltizens of Santa Monica are in a
posltlon to ~nform the officials of the executive branch of
the federal government of the needs of the people of the City

NOW, THEREFORE, the City Council of the City of
Santa Monica does hereby resolve as f~llows:
SECTION 1.
The Un1ted States Senators and
Congressmen who represent the people of the City of Santa
Monica are he~eby urged to inform app~opriate agencles of
the United States government of the importance of the pr1nc1ple
of local proprietary control over the function of n01se
abatement at oillunic1pal alrports and of the necessity to
preserve and protect the env1ronmental health of the communities
surrounding said alrports and to urge tne Federal Aviation
Administration and Environmental Protection Agency to reconslder
the1r position 1n the case of Santa Monica Air~ort Associat1on
v. City of Santa Monica to reflect a greater awareness of the
need for local control of noise abatement and effective
regulat1ons.
SECTION 2.
The C1ty Clerk shall certify to the
adopt1on of this resolut1on, and thenceforth and thereafter
the same shall be in full force and effect.
