A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA RATIFYING THE TECHNICAL ADVISORY
COMMITTEE FOR THE DEVELOPMENT OF A LOCAL COASTAL
PROGRAf-l.
WHEREAS, the City of Santa Monica has commltted Itself to
the development of a local coastal program pursuant to the require-
ments of the California Coastal Act of 1976, and
WHEREAS, said Coastal Act requires that a variety of compre-
hensive and complex subject matters be addressed within the local
coastal program; and that community participation is an essentlal
ingredient in the development of the local coastal program; and
therefore the CIty recognizes the need for on-goIng and actIve
participation, from representatives of the community as well as
those declslon makers who WIll ultimately act on the final local
coastal program, in the actual preparation of the local coastal
program.
~OW, THEREFORE THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1: Pu~pose: The TechnIcal Advisory Committee for
the Santa Monica Local Coastal Program CLCP) , hereinafter known
as the LCP Committee, is hereby ratified as being the lead agency
responsible for the preparatIon and adoption of the draft local
coastal program to Include: the analysis of issues, the review
of studies, the holdIng of regular meetings open to the public
and the formulation of pollcles, programs and ImplementatIon
measures necessary to meet the intent of the Coastal Act as It

applies to Santa Monica. The LCP will be composed of three maln
phases: 1) The Work Program, 2) The Land Use Plan and 3) The
Implementation Phase which are descrlbed in Coastal Act Regulations.
SECTION 2: Adoptlon Procedures: The LCP Committee will submit
the draft Local Coastal Program CLCP) to the Planning CommIssion for
public hearIng(s), review and modification. The LCP Commlttee wlll
subsequently submit the draft LCP, along with recommended modlflca-
tions from the Planning Commission to the City Councll for an addi-
tlonal public hearing(s) and final adoption. Each phase of the LCP
(refer to Section 1) wlll be adopted through thls procedure. The LCP
Committee will determine whIch components, If any, of the three LCP
phases WIll require such reVIew during the development of the program.
SECTION 3: Committee Membership: The LCP Committee will be
composed of the following members:
Two members of the City Council, appointed by the Clty Council
Two members of the Planning Commission. appointed by the
Planning Commission
Two members of the Recreation and Parks Commission, appolnted
by the Recreation and Parks Commission.
Director of Envlronmental Servlces
Director of Plannlng
Director of Recreatlon and Parks
CIty Attorney
FIve members of the Publlc. appointed by the CIty Council
according to criteria adopted by the City Councll.
