R-9508f:\atty\mu ni\laws\jl\laxres-1.wpd City Council Meeting 4-18-00 Santa Monica, California RESOLUTION NUMBER 9508(CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA IN SUPPORT OF THE CITY OF EL SEGUNDO'S LITIGATION AGAINST LOS ANGELES WORLD AIRPORTS SEEKING TO HALT ITS PATTERN AND PRACTICE OF EXPANDING THE AIRPORT INCREMENTALLY WITHOUT ADEQUATE ENVIRONMENTAL REVIEW WHEREAS, the citizens of Santa Monica are concerned that operations and facilities at Los Angeles International Airport (LAX) have been steadily expanding and that the expansion has had and is having adverse effects on the communities surrounding LAX; and WHEREAS, Los Angeles World Airports (LAWA) has, in its ongoing airport expansion, failed to consider an optimal regional solution to the regional demand for air transportation facilities; and WHEREAS, since 1994 LAWA has purported to be preparing a Master Plan to govern the long-term expansion of LAX and has assured the public that it will evaluate the environmental impacts of the expansion of airport facilities in a comprehensive environmental impact report (EIR) on the Master Plan; and 1 WHEREAS, the Master Plan and accompanying EIR have been repeatedly delayed and are not expected to be released soon; and WHEREAS, despite the delay in releasing its long-term plan for LAX, LAWA has continued to expand the capacity at the airport with piecemeal approvals of new projects including terminals, runways, and operating agreements, all without adequate analysis or public disclosure of environmental impacts; and WHEREAS, the pattern and practice at LAX of approving projects without compliance with the California Environmental Quality Act (CEQA) has systematically denied, and continues to deny, the public important information regarding the nature and severity of environmental impacts associated with projects proposed, approved, and constructed at LAX; and WHEREAS, the City of EI Segundo has filed a legal action challenging the ongoing pattern and practice of LAWA and the Board of Airport Commissioners of approving projects at LAX that expand the capacity or operations of the airport without adequate environmental review, and is seeking a court order declaring such practices to be a violation of CEQA and enjoining such practices; and WHEREAS, the City of Santa Monica has determined that the litigation commenced by the City of EI Segundo furthers the interests of the City and the City wishes formally to express its support of the position of the City of EI Segundo in this litigation, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AND PROCLAIM AS FOLLOWS: 2 SECTION 1. The City Council of the City of Santa Monica hereby supports the efforts of the City of EI Segundo to cause Los Angeles World Airports to cease its pattern and practice of approving expansion of Los Angeles Airport facilities and operations without complying with the California Environmental Quality Act and other laws. SECTION 2. City staff is hereby directed to monitor EI Segundo's litigation against Los Angeles World Airports and to provide assistance as it may be necessary and desirable. SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
