AGREEMENT
THIS AGREEMENT, made and entered into this 19th day of
Mav , 1965, by and between the CITY OF TORRANCE, a
municipal corporation, and the other cities named herein and signa-
tory hereto:
WIT N E SSE T H:
WHEREAS , the cities of SANTA MONICA, LOS ANGELES, BEVERLY HILLS,
MANHATTAN BEACH, INGLEWOOD, HAWTHORNE, EL SEGUNDO, GARDENA, REDONDO
BEACH, HtRMQSA BEACH AND PALOS VERDES ESTATES are all near or contigu-
ous to the City of Torrance; and
WHEREAS, by reason of such proximity and the problems inherent
in a metropolitan area; it is advisable that the City of Torrance
and each of said other cities contract with one another for the
furnishing of supplementary police protection one to the other as the
need may ariser and
WHEREAS, under the provisions of Sections 55630 through 55634 of
the Government Code of the State of California, power is given to
each of said cities to so contractr
NOW, THEREFORE, in consideration of their mutual covenants and
conditions, the parties hereto agree as follows:
1. Pursuant to and in accordance with the provisions of Sec~ion
55632 of the Government Code of the State of California, the City of
Torrance agrees to furnish supplementary police protection to each of
the other cities signatory hereto, and each of the other cities
signatory hereto agrees to furnish supplementary police protection
to the City of Torrance; and the police officers of the City of
Torrance hereby are authorized to enforce all laws and take all
police action in cases inVOlving the safety of life or property in
each of the signatory cities, and the police officers of each of the
signatory cities hereby are authorized to enforce all laws and take

all police action in cases involving the safety of life or property
in the City of Torrance.
2. This agreement does not relieve any of the parties hereto
from the necessity and obligation of providing the primary and
adequate police protection within its own respective area.
3. It further is covenanted and agreed by and between the
parties hereto that when a police agency of any of the signatory
cities has knowledge or information pertaining to an incident
necessitating police action or law enforcement within the jurisdic'tic,j
of another city, that the police agency of the city so acquiring
said information immediately shall notify the police agency in which
the incident arose or occurred and the police agency in whose
jurisdiction said incident arose or occurred, then shall proceed to
the scene of the incident and upon arriving at the scene of the
in::ident exercise jurisdiction of the occurrence to its conclu::;ion.
4. This agreement is not for the benefit of any third party
and no third party shall have any right of action hereunder for any
cause whatsoever. Any services performed or expenditures made in
connection with furnishing the aid under this agreement by either
party shall be deemed conclusively to be for the protection and
benefit of the inhabitants and property of aiding party.
S. Any party to this agreement may terminate the same at any
time upon thirty (30) days' written notice to the other parties.
6. It is expressly agreed that this Agreement shall commence
and become effective only at such time as all signatory cities have
executed it in the manner required for execution of agreements
in each of those respective cities.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TORRANCE AUTHORIZING THE MAYOR AND CITY CLERK TO
EXECUTE AND ATTE.>T THAT CERTAIN AGREEMENT FOR
RECIPROCAL POLICE AID BY AND BETWEEN THE CITY OF
TORRANCE AND OTHER CITIES NAMED THEREIN AND
SIGNATORY THERETO.

WHEREAS, the parties to this Reciprocal Police Aid Agreement have
agreed to provide police protection and enforce laws and take police
action in cases involving the safety of life or property in each of
the cities: and
t'ffiEREAS , it is to the mutual advantage and benefit of the parties
to this Agreement to render this supplemental police protection to
each other, in the event of a local emergency, or when the agency
of one city has knowledge or information pertaining to an incident
necessitating police action or law enforcement within the other
city;
WHEREAS, it is in the public interest that this agreement be
executed;
NO~rV, THEREFORE, THE CITY COUNCIL OF THE CITY OF TORRANCE DOES
RESOLVE that the Mayor and City Clerk are hereby authorized and
directed to execute and attest that certain Reciprocal Police Aid
Agreement by and between the City of Torrance and the other cities
named therein and signatory thereto. The City Clerk is hereby
authorized to send copies of this Reciprocal Police Aid Agreement
to the City Clerk of each of the signatory cities for execution.
