Election Practices Commission shall be removed from his term
of oifice except by unanimous vote of the City Council on
good cause shown or as othenvise provided by la~_

or proponent or opponent of a measure, his or her agents, and
offic;:ial committee during the five (5) mom:l'.s prior to an
election shall not exceed the fOllowing amount.s., adjusted in
all years after "1974 for cost of living changes:
(1) Twenty (20) Cents multi~
plied by the voting age population;
(b) Except as provided in (d) below, no
independent committee shall make expenditures aggregating more
than 'fwo (.02) Cents multiplied by the voting age population
during the five (5) months preceeding a municipal election.
Two (2) or more independent committees which act jointly
in making expenditures shall be considered a single independent
cOIDmittee for the-purpose of this section.
(c) Not more than Twenty Five ( .25) Cents
multiplied by the number of signatures required for qualifica-
tion, adjusted for cost of living changes, shall be spent in
the furtherance of the circulation or qualification -of a petition
to place a measure on the ballot.
(d) Expenditures incurred by an indeper:.dent
committee for communications directed at its own members shall
not be included ;.rithin the limitations contained in Sections (a),
(0) or (c).
(e) If an expenditure is incurred in su~port

SECTION 19. The City Council finds that this ordi-
nance relates to an election and election practices.
SECTION 20. The Mayor shall sign and the City Clerk
shall attest to the passage of this ordinance. The City Clerk
shall cause the same to be published once in the official
newspaper within fifteen days after its adoption. This ordinance
shall take effect upon adoption, pursuant to!!;619 of the City
Charter of the City of San€a Monica.
