A special meeting of the Santa Monica City Council was called to order by Mayor Davis at 6:01 p.m., on
Monday, November 13, 2023, at City Council Chambers, 1685 Main Street, Santa Monica, CA.

CONVENE/PLEDGE
On order of the Mayor, the City Council convened at 6:01 p.m., with all
members present. Councilmember Parra led the assemblage in the Pledge
of Allegiance.

Motion by Councilmember de la Torre, seconded by Councilmember Parra,
to continue Item 3.A. to the 11/28 meeting to allow him time to consult
with his Attorney’s regarding the potential conflict of interest issue. The
vote failed by the following vote:
AYES: Councilmembers de la Torre, Parra, Brock
NOES: Councilmembers Torosis, Zwick, Mayor Pro Tem Negrete,
Mayor Davis

On order of the Mayor, the City Council recessed at 6:40 p.m., to consider
closed sessions and returned at 8:12 p.m., with all members present, to

The City Attorney advised this matter was heard with no reportable action

§54956.9(d)(1): Eric Canonico v. City of Santa Monica; LASC Case

The City Attorney advised the Council approved Settlement Agreement
No. 11496 (CCS), in the amount of $397,500 previously approved by
Council on October 10, 2023, with a unanimous vote of 7-0.
3.E. Conference with legal counsel - existing litigation - Gov. Code
§54956.9(d)(1): Juana Lopez-Sanchez v. City of Santa Monica et al.;
LASC Case No. 21STCV45447 [report out only]
The City Attorney advised the Council approved Settlement Agreement
No. 11497 (CCS), in the amount of $ 150,000 previously approved by
Council on May 23, 2023, unanimous vote of 7-0.
