To whom it may concern,
I would like request the next city council meeting urgently address what ongoing action is being taken to address the
surge in homelessness in the area.
When referencing your online resources they appear dated and not representative of the reality in the city. I have lived
in Santa Monica for over 7 years and have never seen or experienced the level of homelessness I am seeing now. I am a
extremely concerned citizen who is witnessing the rise in homelessness‐ but more importantly violent and drug addicted
homeless.
Obviously my story is just one but I know I am not alone. In the past month I have been verbally harassed by multiple
homeless men and had one instance of a man coming up to me and shoving me in the Palisades Park. I also witness open
drug usage daily. I see no police or security and walk this park daily. In this instance I had to resort to running away .
This should not be the new normal. As a 30 year old female I am scared to walk alone within 5 blocks of my apartment.
I would like the council to lay out the specific actions that are being taken in the short, medium and long term to address
the crisis.
Specific questions I have :
‐ what steps are being taken to increase alternative housing?
‐ what is being done to increase police and security throughout Santa Monica to assist in the safety and well‐being of the
community?
‐ what is the budget plans in 2022 going to address the issue‐ please provide specifics
Appreciate confirmation of the email and that these items will be addressed in the upcoming meeting.

Good morning,
Although from my previous complaints to the city authorities, I am still waiting for an answer but
here is my yet another complaint to be answered.
What you will read here is the latest reported death from cigarettes smokers. Becoming addicted
starts from sniffing paint cans by 12 years old, later smoking cigarettes and later marijuana and
later….
During 1999–2019, age‐adjusted rates of U.S. drug‐involved overdose deaths more than tripled
from 6.1 to 21.6 per 100,000, More than four (4) times as many people died from drug overdose
(OD) than from homicide in the first month of 2021.
96,779 drug overdose deaths were reported from March 2020 to March 2021.
OD death totals during this period are 36.1% higher than the previous annual high from December
2018 to December 2019 (71,130 deaths).
Preliminary reports indicate the number of drug overdose deaths in America increased 29.6% in 2020.
Several grim records were set: the most drug overdose deaths in a year; the most deaths from opioid
overdoses; the most overdose deaths from stimulants like methamphetamine; the most deaths from
the deadly class of synthetic opioids known as fentanyls. “It’s huge, it’s historic, it’s unheard‐of,
unprecedented, and a real shame,” said Daniel Ciccarone, a professor of medicine at the University of
California, San Francisco, who studies heroin markets. “It’s a complete shame.”
Cigarette smoking is responsible for more than 480,000 deaths per year in the United States, including more
than 41,000 deaths resulting from secondhand smoke exposure. This is about one in five deaths annually, or
1,300 deaths every day. On average, smokers die 10 years earlier than nonsmokers. CDC Mar 23, 2020

Marijuana is a stimulants drug which increases the mind “delusional‐aberration” nerves‐activity, a
reason for the addicted not to respect anything but what they believe while high in their created
“cosmos”, the word “freedom” becomes their priority, later and if continued the mind will
demand more of stimulant and higher poisons kind of drug to increase their imitative
“freedom”.
1- At the above address there are tenants living at unite 2‐3 the tenant in unit 3 is attorney graduated
from Barkly law school acknowledging the city smoking ordinance S.M.M.C 4.44.04 that forbids
smoking in apartment and other areas, but still smokes all kind of stuff disrespecting the city law, he
simply says, “I know the law so what”, in another word, he doesn’t give a damn about the city or the
city attorney office and that’s simply, in practical terms and for him the law has no meaning and
therefore cannot be enforced which questions the virtuous of an attorney of his kind. The smell of pot
and heavier stuff entering our unit 5 is from his unit (#3) is so strong that we cannot breathe for few
hours until the smoke has vanished, it happens 3‐4 times a week mostly at night with lots of traffic
which is a deliberate harassment.
2‐ He has been ignorant since his moved into this unit, according to the law S.M.M.C 4.44.040 ordinance
tenants moving into any unit after 2012 cannot smoke unless is designated as such, yet all new tenants
have signed their lease long after this date which their lease is a promissory agreement to follow the
city ordinance rules and not to smoke, again their disrespect for their signature and the law shows
their ignorant which is due to city ignorance in enforcing its own law. There is also a sign issued by the
city clearly indicating that the building 1242 17th Street is a Nonsmoking building, this sign is placed
above mailboxes where tenants collect their mails so is visible to all. This matter is also about unite 2,
they also have been informed about their unit being a Nonsmoking unit yet their answer to their
smoking has been “you have to break a law to make a new law”, this kind of response is based on
thoughts in anarchism with “love”, they also smoke all kind of stuff, vape and pot is their routine.
3‐ Apartment # 6 and the occupants also smokes but not as much and not heavy stuff as other tenants, #2
and #3 do.
4‐ Out of 6‐unit 3 tenants are smokers which lives us with inhalations of all kinds of toxics entering our
living area forcing us to breath the toxins, problems from secondhand smokes are proven to be health
hazardous to all which questions the city responsibility toward people’s health, unless city authority
have eliminated their responsibility when they declare their responsibility in wording as: people’s
safety, good, wellbeing and health?
5‐ We simply risking our life and living with fear when these people ignoring the laws and practically
allowed to continue, the children in building risking their health, the elderly risking their health which I
question the fact if “people’s health” “safety” and “good” beings are incorporated in the commitments
to the wording “public good” or if these wordings are of importance to the city attorney office? The
other danger these tenants might cause is blaze and that’s due to hallucinating moments in time of
lighting up and smoking the substances. The issue here is not about dictatorships nor is personal, but
rather respect for the law, if there's is law then it must be respected and enforced by maker of the
law.

Here are the questions which I think most people would ask:
A‐ The fact in continuing with these tenants abusive behavior smoking illegally is a continues
“nuisance” and in terms is an “elderly abuse or general abuse” when they know that we are over
75 years and have complained about their smoking habits, secondly the building owner not having
any interests to be involved which is due to his interests in not having any rent controlled units as
we are, after our complaint his answer was, “you can move out any time you want”.
B‐ the fact of disrespect for the law smoking pot followed by heavier stuff while tenants in
questions are informed about the building designated as a NON smoking which in reality
questions the fact, what is the city of Santa Monica attorney office responsibility, mayor office
and council members accountabilities about the health, security, wellbeing toward illegal
activities by such tenants continuing their means; having said that, this matter is not about one
building but rather the increase of pot and heavier drug‐smokers all over the city which therefore
needs to be tackled and taken seriously by the city authorities, if not, in few years the city of Santa
Monica will become the hub of drug activities in Los Angeles county, that is to say if it hasn’t?

response.
