Hello council members,
I received a phone call today that no father wants to get from his 26 year old daughter.
Sophia was downtown Santa Monica getting going to her hair done on her day off, one day after her birthday. While
parking her car on the street and paying the parking meter at approximately 2:00 pm. She was verbally assaulted by a
man who seemed to be homeless, due to his lack of personal hygiene. He called her a few inappropriate names, as she
hurried to pay the parking meter. She made her way to her hair appointment. The homeless man, began to follow her,
she walked faster and he kept chasing her. She began to run ,as he ran after her. Until a passerby on a bicycle intervened
and confronted the angry upset homeless man that was chasing my daughter.
Sophia attended and graduated Nursing school at Santa Monica College. She works as a RN Nurse at Providence
Hospital. She lives in Santa Monica.
This is the third similar assault she has experienced in Santa Monica.
What is your council doing to prevent these types of assaults to the citizens of santa monica?
I called the Santa Monica police department today. They are limited in what they could offer in a solution to me today.
A few months ago a homeless person walked into a local store and killed a young lady in Santa Monica.

It is time for you to take this serious safety matter and address it. Tomorrow it could be you ,your wife,or your daughter
who is assaulted and chased down in mid day in Santa Monica by a homeless person with anger issues.
Feel free to call me 805‐705‐7171 if you have any questions or comments.
Concerned father and husband,
Cesar Lugo
