Subject:Oversized Vehicle Parking in Santa Monica

Hi City Council,
I am a citizen of Santa Monica currently residing at 404 Georgina Avenue. I am writing to request that oversized vehicle
parking be added to the next city council meeting on October 10th.
There is a growing problem of oversized vehicles (e.g., RVs, sprinter vans with campers, etc.) being parked overnight on
residential streets in Santa Monica. There are currently restrictions in the municipal code that prohibit the overnight
parking of oversized vehicles, however, permits are currently being granted in a manner that is undermining this
effort. Specifically:
The address of the Santa Monica resident filing for the permit is not required to match the registration of the
vehicle. I have personally seen several RVs with out‐of‐state tags that possess these oversized vehicle permits.
The two‐block parking rule that is enforced on standard visitor permits is not part of the municipal code for
oversized permits. Parking enforcement has been instructed not to cite vehicles for this, so RVs are parking
nowhere near the address listed on their hang‐tag permit. Specifically, there is an RV with two people living in it
parked in our neighborhood, despite the fact that the address listed on their permit is over a mile away.
These permits are granted for up to 30 days at a time and can be renewed indefinitely. In addition, these
permits are currently being issued for free. This is resulting in RVs being permanently stored on our streets at no
cost. They belong in RV parks or in garages.
I have been in touch with parking enforcement about this multiple times recently, and they have instructed me that
there is nothing they can do until the municipal code is changed. Zach Pollard from the Parking Division at the
Department of Transportation has confirmed this as well.
I would like to speak with the council on this issue at the next city council meeting on October 10th. Can you please
confirm that this will be added to the agenda?

This email focuses on the questionable
actions and evasive behavior of the Santa Monica City Council members and City officials, regarding the Veteran
beachfront property. That beachfront was, originally,
part of the larger National Home vision and, today, it may possibly be part of land‐racket that is stealing the (inland)
National Home.
F A C T
On March 3, 1888, two separate deeds were executed that legally transferred land from signatories Arcadia Bandini and
Senator Jones to the U.S. government. One deed is for 300 acres, inland from Santa Monica Beach and the second deed
is for beachfront property on Santa Monica Beach.
F A C T
Both "indentures" have deed‐restricted land‐use mandates that are legally established in perpetuity. Both Deeds state
that each property is to be "permanently maintained" for the explicit use by disabled Veterans.
F A C T
Advocates from WWII Veterans, Korean War Veterans, and every generation of Veterans to follow have strived to make
every Veteran across the country
aware of their "Home" in Los Angeles, with its Santa Monica beachfront property, should they, God forbid, become
disabled.
F A C T
My grandson and I addressed the Santa Monica City Council before it went into closed session to negotiate with the
Jonathan Club and informed that body of the deed‐restricted land‐use mandates.

Spectrum News covered the City Council meeting when $10,000 was budgeted for a title search.
F A C T
The City did not engage the Veteran advocates who brought the matter to the attention of the public. The advocates
had to press for a meeting to see the results of the title search with the City Manager and an attorney.
F A C T
AGIF‐US Members, frustrated with the City's non‐action, attended a subsequent City Council meeting and, during public
input, reminded the Council that the matter is still open and that unhoused Veterans are losing their lives and sanity.
F A C T
The documentation that the taxpayer funded title search produced does not match the title search information that the
advocates hold and our El Camino Real Chapter, National Home Committee Chairperson, a proven subject matter
expert, demonstrated to the City Manager and the City's attorney the differences. To our knowledge, the City Manager
has done nothing to resolve this.

The City officials and the Council of Santa Monica have failed to work in good faith with AGIF‐US and Coalition Veteran
advocates. We have to keep pressing for action. We have to keep coming back to demonstrate that the beachfront
property contains deed‐restrictions that are not only sorely needed in the "Capital of Veteran Homelessness," the law
that returned Bruce's Beach in Manhattan Beach is being violated at Santa Monica Beach.
P L A N
Another delegation of advocates, including members of AGIF‐US, plans to return to the Santa Monica City Council
(copied here) to press for the proper solution. Former National Secretary Greg Nichols, having "occupied" the land in
civil protest, will be with us.

I was born and raised in Southern California and Santa Monica was always my summer fun
place to visit while growing up in Burbank. As a young adult, it’s where I brought out‐of‐town
guests and visited with friends to dine and enjoy the beauty. We bought a townhouse in Santa
Monica 7 years ago and have grown to regret it. My husband and I have watched the city
become more and more crime‐infested and dangerous. We have screaming people on our
sidewalk where we live on 24th near Wilshire and others who just sleep and beg in front of
Trader Joe’s and Whole Foods and in our beauƟful park across the street. OŌen they’re in our
alleys and in our front yard. My grandchildren are no longer allowed to visit our house since
being chased and cursed at by a mentally deranged person the last Ɵme I walked them to the
park. We need to visit them instead in Long Beach. I haven’t been to the 3rd Street
promenade in months. Nor the Farmers Market on Arizona which I used to love.
This is NOT fair to 95% of the Santa Monica ciƟzens who pay high mortgages, and high taxes
and just want to feel safe. Something needs to be done to change Santa Monica from an
outdoor Mentally insane experiment and back to a beloved city and community. Not more
low‐income housing, but instead hospitals with mental care, and security. I urge you to join
the lawsuit with other ciƟes regarding zero bail and to help get these people who need help
off our street and into long‐term care faciliƟes! I registered as a Democrat in the 1970’s and
for the first Ɵme in my life, my husband and I have switched to Independent and will most
likely be forced to vote for level‐headed responsible Republicans in the next elecƟon. Many
of my friends are going the same way. The pendulum will swing big Ɵme if things don’t start
to change.
