Dear City Council Members,
It seems that no maƩer how gently and kindly we repeatedly ask, then beg, then finally in desperaƟon call the police to
lower the extreme volume of the music in two areas within a block of each other during the Open Main Street events,
nothing changes.
We live on 3rd street just north of Ashland, and every single Ɵme this event has occurred (at least four Ɵmes this year so
far), the traffic on our street becomes unmanageable (stop signs ignored, pedestrians risking injury, etc.), the noise
unbearable (music volume both live and canned reverberates around the enƟre area so loudly that we can hear it in
every room of our home), and most area residents are terribly upset.
AŌer each event OPA sends out a survey, and each Ɵme many of us complain about the traffic and noise, and each Ɵme
nothing changes. OPA insists that everyone loves these events!! People from other parts of Santa Monica may enjoy
coming here to hang out, but we LIVE HERE. It is so disrupƟve to our much needed relaxaƟon on weekends, so
disrespecƞul of actual homeowners and renters who pay a premium to live here.
This past weekend, we were so disturbed by the loud thumping music ALL WEEKEND LONG that around 3pm Sunday I
went down to Main Street to see if I could find the person in charge and ask politely if the volume could be lowered. I
was told that “someone named Jen” was in charge— but no one knew where Jen was. I asked numerous people who
looked like they had some authority, but not one of them could point Jen out, and each said they had no authority to
lower the music volume.
Finally, we called SMPD.
We should not have to engage the police department, who certainly has beƩer things to do.
We have been asking OPA leadership, and anyone else we could think of for a couple of years now to stop the Open Main
Street “celebraƟons”. We get back either no response, or shaming. Who really wants these events to happen (is it
business owners? Folks from other neighborhoods? because it definitely isn’t the majority of Ocean Park residents.)
I’m wriƟng to you as a consƟtuent homeowner resident of Santa Monica for 35+ years, most of it in the Ocean Park
neighborhood as a renter. There must be some way to take into consideraƟon the feelings of folks like us, who have
worked very hard for peace and quiet on the weekends.

I submit the following comment via email and ask that they be included in the minutes of your meeting.
My comments are for an issue NOT on your Agenda, however, under your purview, safety.
I continue to urge the City to immediately install Four Way Stop Signs at the Intersections of Washington Ave and 12th St
and Washington Ave and Euclid.
These intersections continue to be at high risk for serious accidents and potentially causing injury and or loss of life. The
site lines, {due to narrowness and other factors, including parked cars or trucks} along with lighting {especially due to the
angle of the sun and darkness at night} has resulted in multiple accidents , numerous near collisions and regular horn
honking! My family and I are exposed to these risks daily, as are our neighbors.
Quite frankly, it’s baffling that the Four Way Stop Signs have not yet been installed ‐ the Four Way Stop signs are
common at other intersections along Washington Avenue.
Please come by some morning, especially around 8am on weekdays to witness for yourself!
What is the cost of installing these Stop Signs? Why continue to delay? There’s no need to spend resources on a study ‐
common sense and witnessing first hand is all that is needed.
As a long time resident, I see all of the major changes that have been made on the roadways of Santa Monica ‐ some of
which seem quite complicated and I’m confident cost considerable dollars.
You have many big initiatives in front of you ‐ including but not limited to how to envision the future of Downtown SM
post pandemic ‐ the ongoing Voting Rights law suit ‐ homelessness ‐ quality of life issues ‐ public safety ‐ I appreciate all
of these large issues that could impact long term quality of life of our city bc of the impact on the budget and thus
services.
Installing Four Way Stop signs at the intersections listed above is “low hanging fruit”. Please direct the staff to take
action immediately and mitigate the risks to drivers and pedestrians alike.
