severe-injury crashes from Santa Monica’s roads in light of the recent tragic
fatal crash involving a cyclist on Idaho Avenue. Santa Monica has made great
strides in advancing this ambitious goal, yet more work remains to fully realize
the initiative. To that end, the City Council directs the City Manager to work
with staff to implement the following initiatives to improve roadway safety
through what are commonly referred to as the three E’s of transportation
safety: engineering, enforcement, and education.

Request of Councilmember Zwick, Councilmember Torosis, and Mayor Davis to strengthen the
City’s Vision Zero commitment to eliminate all fatal and severe-injury crashes from Santa
Monica’s roads in light of the recent tragic fatal crash involving a cyclist on Idaho Avenue. Santa
Monica has made great strides in advancing this ambitious goal, yet more work remains to fully
realize the initiative. To that end, the City Council directs the City Manager to work with staff to
implement the following initiatives to improve roadway safety through what are commonly
referred to as the three E’s of transportation safety: engineering, enforcement, and education.
Specifically, City Council directs the City Manager to implement the following steps to improve
community safety, along with inter-departmental coordination and public communications:
• Immediately initiate engineering analysis of outstanding community requests to upgrade
intersections to all-way stops, with the intersections on Idaho Avenue to be prioritized.
• Develop and publish locally tailored City of Santa Monica guidelines for upgrading
unsignalized intersections to all-way stop controlled intersections that further our City’s
adopted goal of zero fatal and severe-injury crashes.
• Upgrade the portal through which residents can report a dangerous intersection, allowing
for staff to determine a variety of possible safety interventions, including all-way stops,
traffic circles, and diverters. In all such analyses, the determination that furthers our
City’s adopted goal of zero fatal and severe-injury crashes shall be recommended
whenever possible.
• Establish criteria for the use of “Cross Traffic Does Not Stop” warning signs at two-way
stop-controlled intersections that are not recommended for conversion, and develop an
installation plan and timetable for such signage on intersections that meet the criteria.
• Establish a regular meeting series between the Santa Monica Police Department and
Department of Transportation to review traffic safety enforcement priorities, including
locations and violations of highest concern, and capacity for reallocation of enforcement
resources to priority areas and violations.
• Refresh the City’s popular “Take the Friendly Road” roadway safety messaging
campaign and initiate a new push of community messaging, including, but not limited to,
bus ads, public service announcements, digital media efforts, and physical collateral.
• Develop and submit a proposal in the upcoming biennial CIP process that evaluates and
proposes safety countermeasures including the creation of “daylighting” zones to address
illegal parking that obstructs sightlines, with a focus on priority unsignalized intersections
as identified in the 2022 Local Roadway Safety Plan.
• Identify shortfalls in resources, if any, required to implement these vital safety measures,
and consider possible sources of funding needed beyond any CIP dollars requested per
the above item, including, but not limited to, transportation impact fees, administrative
fines for parking violations, the parking facilities tax, and any available grants.

However I do not think the recommendaƟons put forth go nearly far enough. I do not think it is possible to achieve vision
zero so long as cars conƟnue to be allowed on the roads. In light of their numerous economic, social, and environmental
problems , I support the council going even further and planning for a car free future for Santa Monica. A future where
everyone walks, bikes, or takes public transit. A future where no person fears for their life when they step outside. A
future of sustainability, community, and peace.

Councilmembers,
I'm a 20+ year resident, and Santa Monica is my chosen home town. I love all the new changes that make streets safer
for pedestrians and bicyclists. Please keep doing more of this! Safety is one of the biggest reasons why people don't
want to walk or bike for short trips. If the goal of zero pedestrian deaths isn't enough to encourage us as a city to create
safe alternatives to car travel, please consider the impact on car traffic. We don't have room for more roads, but with
improved design we can reduce the number of people who use cars for short trips.
I support the motion by Councilmembers Zwick and Torosis and Mayor Davis to keep our city’s intersections safer!

As a Santa Monica resident, I am writing in support of item 16C.
Santa Monica has made great progress towards our Vision Zero goals, yet more work needs to be done, as tragically
shown by several recent collisions, including Tania Mooser’s fatal collision with a car that occurred at 19th & Idaho.
Twitter/X user Mobility For Who offers a little more information about the crash site.
This is a 2‐way stop, that the victim apparently rode through, but it’s also a neighborhood residential
street with schools nearby. People have been asking the city for traffic calming measures there for years,
from what I hear from residents. Drivers use 19th to cut through the neighborhood to get to/from San
Vicente, so I guess the street is just setup to let them do that.
If you’re riding Idaho and crossing there, you’re basically just hoping that a speeding car isn’t coming
hidden behind parked cars, so rolling through that stop sign often feels safer, just to get out of there as
quickly as possible.
I passed by the intersection today to pay homage to Tania and as I was walking home later, I saw that another
pedestrian/cyclist collision with a car had happened at the same intersection around 11:20 this morning.
We must do everything we can to prevent fatal and severe injury crashes, and the solutions exist, so let’s implement
them as soon as possible.
The implementation of this item has the potential to make our streets safer for all road users, and to help us move
towards our Vision Zero goals, as well as our sustainability goals. Safer streets benefit all road users, and give more
people the option to safely move around our city without the use of a motor vehicle.

As a grandparent of my two grandchildren that live in Santa Monica, I am writing in support of item 16C.
My grandkids live off of Idaho and 21st street. They are learning how to walk, run and bike on the sidewalks in
the neighborhood. I regularly follow them to Franklin Elementary School on Idaho Avenue. I am appalled that city
engineers prioritized vehicle speed over safety of kids in this neighborhood. While every cross street on Washington
Avenue has a stop sign, half of the cross streets on Idaho do not have a stop sign. This creates a dangerous situation for
all residents. Motorists, adults walking and biking, and especially kids learning how to navigate the world on foot or bike.
Cars coming down the hill from Montana regularly exceed the speed limit. Trying to hold onto a kid, while peering
around parked cars for speeding motorists is stressful and dangerous.
While Santa Monica has made some progress towards Vision Zero goals, more work needs to be done, as tragically
shown by several recent collisions, including the fatal one that occurred at 19th & Idaho.
You, as City Council members, need to make the addition of stop signs and safe crosswalks along all of Idaho Avenue a
priority. Adding stop signs and stop lines should be a quick build that could be done in less than a month while adding
raised crosswalks and/or curb bulb‐outs, like what has been done on Washington Ave around Lincoln MS, could be done
over the next year.

Santa Monica has much more work to do in order to meet its Vision Zero goals, as tragically shown by several recent
collisions, including the fatal one that occurred at 19th & Idaho.
I am skeptical of the value of "education" campaigns like the "Take the Friendly Road" signs and billboards. Such
campaigns are useless against the kinds of distracted, speeding, or otherwise impaired drivers who would mow down
the 8 foot reflective crosswalk sign on the pedestrian refuge island at the intersection of 25th and Washington.
Motorists have knocked down that sign at least five times since its installation less than four years ago; it is one block
from a popular elementary school in one direction, and one block from a popular playground in the other.
We must do more to prevent fatal and severe injury crashes, and the solutions exist, so let’s implement them as soon as
possible.
The implementation of this item has the potential to make our streets safer for all road users, and to help us move
towards our Vision Zero goals, as well as our sustainability goals. Safer streets benefit all road users, and give more

The two recent collisions, including a fatality, at 19th and Idaho are terrible. In order to prevent future incidents, safety
programs need to reach beyond motor vehicles.
Specifically, limiƟng the “three E’s” of transportaƟon safety (“engineering, enforcement, and educaƟon”) to passenger
motor vehicles will not solve the problem.
Survey of one: I live in the neighborhood of 19th and Idaho. I do not know the full circumstances of the recent collisions
but I can tell you other bicycles here seldom even slow down for Stop signs, with far too many bicyclists simply glancing
for cross traffic and aggressively speeding forward, head down and legs pumping, to power through the intersecƟon
ahead of any approaching traffic. Unfortunately, a collision with a 2,000 lb. motor vehicle will physically overwhelm a
bicycle, regardless of circumstances.
In light of these real‐world issues, please do not limit traffic safety enforcement and educaƟon prioriƟes to passenger
motor vehicles. Scooters and bicycles must be included for any safety program to be effecƟve.
And when idenƟfying shorƞalls in resources, if any, that are required to implement vital safety measures, consider
possible sources of funding that include all vehicles using Santa Monica roadways, such as delivery vehicles, scooters,
and bicycles.
An effecƟve safety program will need informaƟon, engineering, enforcement, and educaƟon that go well beyond
passenger motor vehicles and their drivers.

As a Santa Monica resident and daily bicycle or walking commuter, I am writing in support of Item 16C.
Santa Monica has made great progress towards our Vision Zero goals, yet more work needs to be done, as
tragically shown by several recent collisions, including the fatal one that occurred at 19th & Idaho.
We must do everything we can to prevent fatal and severe injury crashes. The solutions exist, let’s implement
them as soon as possible:
1) additional protected intersections like the newly built 17th and Arizona and 17th and Broadway;

6) Implement policies that city staff should not use daylight zones to park city vehicles;
7) Additional four way stop intersections and speed bumps where necessary to slow traffic (for
example: 19th and Idaho).
The implementation of this item has the potential to make our streets safer for all road users, and to help us
move towards our Vision Zero goals, as well as our sustainability goals. Safer streets benefit all road users,
and give more people the option to safely move around our city without the use of a motor vehicle.
I've been particularly impacted in such a positive way by the new four way stop intersections at
Arizona and Princeton and Arizona and Harvard as well as the new pedestrian safety measures taken
on Wilshire. I frequently walk and ride my bicycle through these intersections and walk on Wilshire
almost daily. Let's build more infrastructure like this to ensure our streets are safe for all modes of
transportation: cars, bikes, pedestrians, strollers, scooters, etc.

I attended a memorial event for Tania Mooser who was killed on Idaho Ave two weeks ago. I very much appreciate the
initiative before you. We must not allow her death to become meaningless. We owe it to her to make Santa Monica
safer for all.
Please allow me add a few suggestions to the impressive list (attached) you have compiled for the council meeting (item
16C) on Tuesday
Bulb Outs: Santa Monica has in the last few years grown many bulb‐outs around our schools. Applause! Mayor Phil
Brock surprised me when he confessed, at the memorial for Tania Mooser, that he did not know what bulb outs are. He
wanted me to explain. "Let's have a look at them together." He surely spoke in jest. Bulb Outs are an effective way to
make our streets more pedestrian friendly by shortening the crossing distance. Applause for all our Bulb‐Outs. What has
been missing in Santa Monica, because of the pandemic, is a proper celebration and education about this important
feature. Even the Mayor. The school district should lead such a celebration/education campaign, because SMMUSD can
reach all the parents who continue to hurt our communities by driving their children to school. Bike It, Walk It // Burn
Calories, not Carbon. Whenever I have witnessed fragments of the road safety conversation between SMPD and SMUSD,
I found it pathetic. It needs a lot of help. It needs a fully funded Safe Routes to School (SRTS) coordinator
I applaud the initiative in front of you. Printed, on paper, the fifth and following items show a faint grey background. This
throws shade on the first item involving the SMPD. Rightly so.
SMPD is Car Brained: Under item 5H (Consent Calendar) you have earlier approved the expense of three million dollars
for a large number of interceptor SUV vehicles. Ask yourself how these military grade vehicles may contribute to the
safety of vulnerable road users. Ask yourself, how many SRTS coordinators you could get for this money. The
Interceptors project a lot of muscle, but your safety agency should not be in the business of projecting such motorized
might. It must be seen on the side of vulnerable road users.
SMPD is Car Brained: The mission of their traffic division is facilitating car traffic: They do not have a traffic safety
mission.
SMPD is Car Brained: In 2016 the Council adopted the Pedestrian Action Plan. I participated in the discussions and noted
that SMPD was consistently missing in action. Their contribution to the plan: After the fact statistical reporting. Just that.
They saw no role for themselves in road safety. None.
SMPD is Car Brained: For many years they have received funding from the CA Office of Traffic Safety OTS. The program,
and the press releases issued in its course were always laughable and reeked of car brain. The OTS funding is wasted on
SMPD, and I have repeatedly complained to the OTS about that the funds are used to facilitate traffic flow, rather than
traffic safety, in Santa Monica.
SMPD is Car Brained: After a meeting with the city manager, I had the pleasure to go on a bike ride with Sergeant Erika
Aklufi in 2017 and laid out some of the issues faced by non‐motorized road users. She promised to get back to me and
work on behalf of vulnerable road users. She has never done so. SMPD MIA.

Alas, we do not need regular meetings with SMPD (Item 5). This has been a lost cause for the last 10 years. Ensconced in
their vehicles, SMPD can not hear our concerns. Car brained. Just order them to conduct weekly crosswalk sting
operations, order them to install speed cameras, order their officers to patrol on bicycles and on foot. An officer outside
of a car is perhaps the most effective road safety tool.
Health: Santa Monica is home to major medical providers. They are tax exempt (501c3). They enjoy the significant
privilege to pay no taxes in this city. Yet they are required to do charitable work. They like to list their marketing effort,
unreimbursed costs, or education of residents as a charitable contribution. Next time UCLA Health or Providence St
Johns come knocking for a permit, tell them that we need a viable Safe Roads to School program, and that healthy
transportation is a well documented community health need (CHNA). Tell them to wake up to the health impacts,
traumatic and through disincentives, that our fast and dangerous streets claim, if they want to do business in Santa
Monica.

I write in strong support of Item 16C in this week’s council agenda.
Our current street designs create a dangerous environment for everyone, but particularly bikers and pedestrians. We’ve
seen this recently where a cyclist was killed and another injured by drivers at the same intersection, two weeks apart.
The city has already taken steps to improve our streets. I live in Wilmont, right near where the new four way stops were
installed on Washington. These intersections are now substantially safer for everyone ‐ drivers, bikers, and pedestrians.
The remaining two way intersections encourage speeding and encourage people to race across the intersection,
endangering everyone. All of the two way stops in Wilmont should be immediately converted to four way stops. In
addition, please add more enforcement of stop signs in the neighborhood and crosswalks along Wilshire ‐ drivers roll
right through them, all day, because there are no consequences.
Traffic deaths are a choice, and we can choose to prioritize the safety of all over the speeding of some. Thank you for

I live right on Montana and 19th St, one block from the fatal bike injury and had to explain the
memorial to my daughter last night. I walk and bike with my two young children aged 5 years
and 18 months.
Car and driver behavior is the single biggest threat to my kids' well-being. Cars are regularly
going 40 MPH down 19th St to avoid lights on Montana street. Why not make 4-way stops the
norm all over Wilmont? And ask officers to ticket those rolling stop signs?
The size of cars has ballooned and the behavior of drivers has deteriorated in the last 5 years.

Dear council,
I’d like to share my support for item 16C.
I am somehow naive enough to assume that everyone on this council will be reasonable enough to support this
item without a fuss. But sadly, the reason I am this “hopeful” is the recent tragedy that occurred at 19th &
Idaho.
We shouldn’t be responding to fatalities, we should be doing everything we can to prevent them from
happening in the first place. A 4-way stop sign is obviously needed there, but it won’t solve our traffic violence
crisis. We need to take care of this intersection yesterday, as proven by the other collision that occurred there
just a few days ago, and then continue on with MORE intersections, which is why I’m particularly supportive of
this item.
I ride my bike everyday in Santa Monica, and I love it. I benefit from it physically, mentally, socially,
financially,... and I’m very thankful for the infrastructure that we do have.
I regularly take detours via 17th St and Ocean Ave, just so I can feel safe and comfortable for a few blocks.
But I also nearly get run over by 3 ton death machines on a daily basis.
I’ve been hit more than once, and doored. 3 of these occurred in painted bike lanes, and one occurred in a
sharrow. Every single one of these was caused by a careless distracted driver, and the only thing I could’ve
done to prevent them was to just not be there, Thankfully, because I’m cautious, hyper aware of my
surroundings, and very lucky, I didn’t die or find myself in a critical condition, yet.
I’ll also add that SMPD has proven to be entirely unhelpful in these situations, and if anything, I’d say that their
actions, and their words, contribute to traffic violence in our city.
When you choose not to invest more in mobility, in safer streets, in projects that protect the most vulnerable
road users, this is what happens. People get hurt, people get killed, people lose loved ones, and we destroy
our planet (electric cars aren’t solving that either, by the way).
It doesn’t all have to be complicated. If we wanted to slow cars down right now on 19th St, we could do so with
traffic cones, planters, jersey barriers, quick installation of K-71s,... or at the very least, use those to physically
prevent vehicles from parking in daylighting zones, which obstructs the view of the intersection and of
oncoming traffic.

Every single time I’ve ridden by the memorial since the tragedy occurred, a USPS truck was parked illegally
there and obstructing the view of the intersection. This happens every day, all over our city, including on
streets that children use to get to/from school.
I genuinely believe that we should pay more attention to this specific issue, and to how it is likely to be a
contributor to many of the collisions in our city.
I am not only urging you to support this item, but also to continue on this trajectory. We need to put our money
and resources where our mouth is. Vision Zero goals, and sustainability goals, mean nothing if we don’t invest
in them enough, and if we keep delaying these goals.
We know the problem, and we know the solutions. Let’s stop catering to the problem, and let’s ramp up our
efforts to implement the solutions.

I have also seen families struggle to safely cross streets on Idaho to get to Franklin school as only 2 way north to south
stop signs exist. There are too many speeding drivers, no speed bumps to slow them down, and we need 4 way stop

concerned about the safety of our streets, after reading of a 2nd accident on Idaho and 19th. Last year a 16‐year old
friend of my son was run over and has a traumatic brain injury that has left her almost completely impaired to this day—
on Santa Monica Blvd and Chelsea Ave. And just last week another friend of mine was run over by a car—luckily no
major injuries, near SMC. If we truly want to have a city where people use mass transit, bike to work, reduce emissions,
and promote healthy lifestyles WE MUST MAKE our STREETS SAFER.
I urge you to start by adding 4‐way stop intersections to ALL streets on Idaho, Washington between 14th and 26th—
which is where Lincoln MS, Franklin ES, Douglas Park and SM Montana Library are. These locations are frequented by
children, parents, pets, and many, many people who are looking to use and enjoy our schools, parks, and libraries. We

Hi All ‐ I would like to advocate for the inclusion of a 4 way stop at 6th and Idaho in Santa Monica.
I have lived at 525 Idaho for almost 3 years and seen multiple severe auto collisions and countless near‐misses. The
inclusion of a pedestrian crossing painted on Idaho does nothing more than cause confusion for drivers who are
expecting to stop and danger for pedestrians. There are constant car horns blaring as drivers coming down 6th almost
hit those coming up Idaho.
I have personally almost been hit on my bike at this intersection multiple times due to the ambiguous markings and
attended victims of two different car accidents where airbags on both cars deployed, and one where a car flipped over.
Although I understand there is some issue with the fire department needing a through‐fare, they would and should be
running stop signs with lights and sirens, while the inclusion of the 4 way stop would protect pedestrians and
regular drivers everyday. So a 4 way stop would not hinder them.
Please vote in favor of having a 4 way stop at 6th and Idaho.

Both my family and my in laws live here in Santa Monica and we certainly want to advocate for safer walking and biking.
We are lucky enough to have our homes at 18th and Colorado, and 16th and California, so the recent improvements on
17th street have been a great benefit to us as we traverse this route on a daily basis.
We'd love to see similar improvements throughout the city. Despite these improvements, things are certainly still dicey
out there and we encounter near misses on a monthly if not weekly basis. There is only so much you can do to control
reckless drivers, but we're open to any creative solutions the city has to offer.

As a Santa Monica resident who currently lives near the intersection of Lincoln and Pacific, I am writing in support of
item 16C. As vehicle‐related pedestrian fatalities continue to rise across the country, and average vehicle sizes increase,
we desperately need to accelerate our rate of pedestrian safety improvements. Highly developed countries in Northern
and Western Europe have learned that pedestrian deaths are preventable, through good road design, and not a single
pedestrian death is acceptable due to deficiencies in said design.
Santa Monica has made great progress towards our Vision Zero goals, yet more work needs to be done (A LOT more), as
tragically shown by several recent collisions, including the fatal one that occurred at 19th & Idaho.
We must do everything we can to prevent these fatal and severe injury crashes, and the solutions exist, so let’s
implement them as soon as possible.
The implementation of this item has the potential to make our streets safer for all road users and to help us move
towards our Vision Zero goals, as well as our sustainability goals. Safer streets benefit all road users (even drivers) and
give more people the option to safely move around our city without the use of a motor vehicle (if they choose to).
The life of a city occurs outside at the pedestrian level, not in a car, if we want a healthier more vibrant Santa Monica we
need to make sure it’s a safe place to move around on foot and give priority to people who live and convene here, not
those who are simply passing through at high speeds.
Let’s support and implement this item, and let’s continue to do everything we can to make our streets safer for all.

I have lived on the corner of 6th and Idaho for close to 20 years. During that time I have witnessed numerous accidents

As a father of two young kids, I’m a regular user of a double stroller which is longer than the usual stroller which makes
crossing streets more worrisome. Crossing busy intersections like 11th St & California are even more unnerving as
drivers whizz up to the stop line and sometimes take flying right turns (without stopping). I would love to see the city put
the walker first in Santa Monica by trying to slow down traffic more. Perhaps a next step would be to create more raised
intersections, like this example in Phoenix, protected intersections, or ‘neckdown' intersections to slow down drivers
and make pedestrians more visible, as well as banning right turns on red lights (like San Francisco recently). These
pedestrian first improvements will complement the exciting improvements the city is making for those on two wheels.
We must do everything we can to prevent fatal and severe injury crashes, and the solutions exist, so let’s implement
them as soon as possible.
The implementation of this item has the potential to make our streets safer for all road users, and to help us move

I'm writing to ask you to adopt the resolution proposed by Mayor Davis and Councilmembers Zwick and Torosis to make
our streets safer for pedestrians, cyclists, and drivers.
My mother‐ and father‐in‐law live at the corner of Idaho and 19th Street. They heard the fatal crash on October 27th
and witnessed its aftermath.
This intersection was known to be dangerous. In fact, my mother‐in‐law wrote to the city in August of this year
requesting a 4‐way stop. In her letter, she wrote:
"There are many, many walkers…children, families, seniors, etc. It is very hard to see around the cars parked on both
sides of 19th. It's an accident waiting to happen especially when there is a speeding car coming out of nowhere! Please
put a four way stop at this intersection before someone gets killed or maimed."
The day before the crash that killed Tania Mooser, the City responded to my mother‐in‐law, providing her with an
application for a stop sign.
This was too little, too late. And as last week's second crash at the same intersection makes clear, every day we wait to
do what is necessary to keep our streets safe is a day that may result in another needless loss of life, as well as the
cascading trauma that affects their loved ones, those that witness the accidents, and the rest of our community.
Adopting the resolution is a necessary first step, but I also urge the council to go further. We know the solutions that will
keep our intersections safe: daylighting, guaranteed by traffic furniture like bollards; bulbed sidewalks and
marked/raised crosswalks; mini‐roundabouts and other permanent, resilient installations designed to compel lower
speeds; and more.
Last Friday, the City responded again to my mother‐in‐law. They wrote, in part:
"We are in the process of hiring a consultant to perform the traffic evaluation and warrant analysis for this proposed stop
sign and several other locations within the City of Santa Monica. Your request for a stop sign will be carefully reviewed by
our city's traffic management team. They will assess various factors, including traffic volume, crash history, and
compliance with traffic regulations. This comprehensive evaluation process ensures that decisions related to traffic
control devices prioritize the safety and efficiency of our roadways."
We don't need to spend hundreds of thousands of dollars of taxpayer money on outside consultants to learn what other
cities already know: engineered solutions, not increased enforcement or public relations campaigns, are the only
answers to the intolerable frequency of these tragedies.

It's interesting that our society has grown so resigned to the inevitability
of death or serious injury when a vehicle strikes a pedestrian or cyclists,

I live at 832 21st Street between Idaho and Montana with my wife Adrienne and two sons Theo (9 years old) and Sidney
(7 years old). Both of my children attend Franklin Elementary and we walk them to and from school almost every day.
The entrance to the school for all grades except TK and K is on Idaho. On any given school day, there are dozens of
families walking to and from Franklin via Idaho from the numbered streets south of Montana. This intersection is one of
the many Idaho street crossings that does not have a 4‐way stop. As a result, we consistently see near misses both car
on pedestrian and car on car. The fact that this street (and others including 18th and 19th) are not 4 way stops is
perplexing and very concerning. We very much want to avoid additional tragedies such as the one that took place on
19th and Idaho a few weeks ago.
We were aware of a traffic study that took place as a result of complaints and inquiries in early 2020, but the monitoring
period was during the peak months of the pandemic (early summer 2020 I believe).
We expect action on this issue and support Councilmember Zwick's actions towards strengthening the Vision Zero
Commitment and specifically request that 4‐way stops be installed on the Idaho intersections.

specifically adding 4‐way stops. We live at 839 19th St, and have two boys, age 10 and 8. We've lived here for over 12
years and routinely experience speeding cars down 19th Street. Pets have been killed by cars and now we lost a woman.
This neighborhood is filled with families that have young kids and pets, many of them walk to Franklin Elementary
heading down 19th street, crossing these dangerous intersections at the times when people are comuting and likely in a
hurry. Now we all get to see a reminder of what happened with the memorials on the sidewalk. Please do the obvious,
right thing and put in 4‐way stops in these locations. A long study is unnecessary. Thank you for your assistance with

recently. I implore you ‐ how many deaths do we need to have ‐ until the city puts up more stop signs at the

I enthusiastically support item 16C, the request of Councilmember Zwick, Councilmember Torosis, and Mayor
Davis to strengthen the City’s Vision Zero commitment to eliminate all fatal and severe-injury crashes from
Santa Monica’s roads in light of the recent tragic fatal crash involving a cyclist on Idaho Avenue.
I agree that Santa Monica has made great strides in advancing this ambitious goal, but more work remains to
fully realize the initiative. The City Council should direct the City Manager to work with staff to implement the
following initiatives to improve roadway safety through what are commonly referred to as the three E’s of
transportation safety: engineering, enforcement, and education.
Members of our community have very strong opinions about many local issues, but one of the issues that we
can all agree on is that we all want our streets to be safe for all people. We all agree that everyone who lives
in, works in, or visits our City should not have to fear death or serious injury when they are simply crossing a
street or riding a bicycle in Santa Monica.
According to the Numbers
According to the most recently available statistics from the U.S. Department of Transportation, in 2020, there
were 54,769 pedestrians injured and 6,516 pedestrians killed in traffic crashes
(https://crashstats.nhtsa.dot.gov/Api/Public/ViewPublication/813310). That same year, there were 38,886
cyclists injured and 938 cyclists killed in traffic crashes
(https://crashstats.nhtsa.dot.gov/Api/Public/ViewPublication/813322). The numbers in 2020 were lower than in
prior years, likely due to the effects of the COVID-19 pandemic.
Real People Behind the Numbers
Behind those numbers are real people and families whose lives are irreparably damaged. 8 years ago, in
November 2018, one of my close family friends in northern California was killed crossing the street on her way
to work because she was hit by a driver who ran a red light. She was only 56 years old. She did not live to see
her daughter get married or to meet her first grandchild.
We know that there was a bicyclist killed by a driver at 19th Street and Idaho just a few weeks ago. She was
the 12th bicyclist in southern California killed within 3 weeks. (https://bikinginla.com/2023/10/28/69-year-old-

Safe Streets are Part of Public Safety
Even one person needlessly injured or killed is a tragedy– and these are preventable tragedies. We have the

As a Santa Monica resident I am writing to state my support for additional traffic safety studies on Idaho and the cross‐

Echoing Jeff Cornell and James Dubois' sentiments, we are also a family with two active
boys, 8 and 10yrs old respectively. We are a family at Franklin Elementary school and
have lived in the kid-centric neighborhood since 2010. We bought in this community due
to the close proximity to Franklin, Rosevelt, and Lincoln Middle School. As a family that
takes advantage of the walkability and bike friendly nature of this neighborhood, the
'obvious priority', as Jeff indicated, should be 4-way stops in not only these locations,
but also, every other confusing intersection within the Wilshire to Montana / Ocean to
26th neighborhood. Even after a proper stop, it is still difficult to ascertain if it's safe to
enter the intersection when slowly proceeding forward.
The issue is twofold:
Need more 4-way stops.
The red 'no parking' section does not extend far enough from the corner.
Increasing safety should outweigh an additional parking spot near the corners of
these intersections.
In the last two weeks, my children have witnessed one of the two accidents, one
resulting in a fatality. My wife and I are fielding questions from our children about the
death of a 69yr old-retired educator from Glendale, and another gentleman who was just
hit this past Friday midday, etc etc.. They continue asking if the second gentleman
passed away and if another symbolic white bicycle is going to be placed on our corner.
As I sit here drafting this email, I have nothing but gratitude for the police officers
stationed in front of my driveway assessing how many people do not make a proper stop
at the intersection of 19th/Idaho. With a noticeable memorial for Tanya Musser on two
corners, they have already pulled over 2 drivers in less than 15 minutes.
One final thought. Many moons ago, I emailed/called the City of Santa Monica to assess
the viability of placing a 4-way stop at the 19th /Idaho intersection. If my memory serves
me, they placed strips down in the street for several weeks to gather data; therefore,
research has already been done in this specific intersection.

I am sending this email to request that the bill for putting four‐way stop signs on Idaho Avenue be approved. I reside at
15th and Idaho with my two girls, both of whom attend Franklin Elementary School.
We like to scoot/bike and/or walk to school and I am constantly concerned by the lack of four‐way stops on Idaho. I am
also nervous when I must drive through Idaho and 16th since people drive crazily in going down 16th from Montana
Avenue.
Please count this as my vote in favor of the new proposed law.

I support the motion by Councilmembers Zwick and Torosis and Mayor Davis to keep our city’s intersections safer.
I live on Oak Street, near its intersection with 23rd St. At 23rd and Oak (and 23rd and Hill, 23rd and
Ashland, etc.), the City currently only has 2-way stops. That design makes those intersections -- like those
on Idaho -- exceedingly difficult to cross safely and common sites for car accidents.
Our city council must reaffirm Santa Monica's commitment to eliminate all fatal and severe‐injury crashes from Santa
Monica’s roads in light of the recent tragic fatal crash involving a cyclist on Idaho Avenue. And re-evaluating the
City's 2-way stops -- a particularly dangerous type of intersection -- is an important first step in doing
so.

Item 16‐B: As one commenter recently noted: "By ensuring individuals have access to the mental health
services they need, Proposition 1 could substantially mitigate the burden on the incarceration system
as a default mental health provider, marking a significant shift toward a more humane and effective
approach to mental health care in California." For that reason, I strongly urge you to support this agenda
item.
Item 16‐C: It is imperative that we make every effort to support safe and accessible streets. Last year, in Los
Angeles County, more people were killed by cars than by guns (source:
https://www.latimes.com/california/newsletter/2023‐01‐19/essential‐california‐2022‐traffic‐violence‐essential‐
california). We need to do better. We need to promote daylighting, build more protected bike lanes, and install

I’d like to see stop signs places on Idaho from 14th street and up to Franklin Elementary school.
Idaho is a main stretch for our kids to walk to and from school. To o many close calls as well as some fatal accidents; as
you are aware. We would like to ensure our neighborhood safety as drivers uses these streets as “speed ways”.

I support item 16c, but any pedestrian and cyclist safety plan that calls for increased enforcement needs to start by
tackling the fact that our enforcers are the biggest offenders when it comes to placing pedestrians and cyclists in danger.
SMPD and staff can't even get driving basics like "don't drive on the sidewalk" right (pictures 1 and 2). They can't figure
out not to park in our bike lanes (and also committing daylighting violations) while hitting up Starbucks (3 and 4) and in
our bus lanes (5). They can't figure out not to let people drive on the sidewalk on the Promenade (6 and 7) and to
arrange the farmer's market in a way that doesn't involve telling the farmers to park on the sidewalk (8). They can't
figure out taking down bollards to get a vehicle through and then putting the bollards back up, instead preferring to just
drive around the (9).
They drive right by flagrant offenses (10), and when asked to enforce will make up excuses for the lawbreaking motorist
instead. "Oh it's okay they're unloading", "oh it's okay maybe he's running late on his schedule". Beyond explicitly telling
motorists it's okay to break traffic laws, many motorists will pull up right behind illegally parked police or staff vehicles,
and when asked say they assume it's okay since the police are doing it too. Staff and random contractors illegally take
over our bike lanes and even our sidewalks whenever they feel like it, often destroying parts of the lane without
replacement. Contractors are allowed to commit extremely brazen daylighting violations (11) as a matter of course.
How can we expect proper enforcement when those who would be doing the enforcing quite demonstrably do not take
pedestrian and cyclist safety seriously and constantly break basic traffic laws themselves *while on duty*?
Please note that the attached pictures are just a small sample of the brazen violations I see every single day as a resident
who primarily gets around Santa Monica on foot. Everyone I know who gets around Santa Monica on foot or by bike has
a similar litany of examples they could share.

I live at 1512 Idaho and I've seen an accident at 16th/Idaho every 3 - 4 months.
Cars are driving fast on 16th since it is a wide street and persons crossing 16th in their car often don't see them coming.
Also, post office vehicles often park in the red areas in the intersections in my area blocking clear views up/done the street
when crossing.
I'm an advocate for 4 way stops on all Idaho intersections!

This was a tragic week.
Another one of our Santa Monica neighbors, Tania Moozer was was killed on our city streets.
Here is a photograph her memorial at 19th and Idaho where she was struck and killed by an automobile driver while
riding her bicycle.
This is not far from where my grand father, Charles Brodsky lived on Idaho Avenue and was killed while walking in a
crosswalk at 10th and Wilshire.

Dear Mayor Davis, Mayor Pro Tempore Negrete and City Councilmembers,
We are writing in strong support of strengthening our City's Vision Zero commitment to
eliminate all fatal and severe-injury crashes from Santa Monica's roads in light of the recent fatal
crash involving a cyclist on Idaho Ave. Last week, another cyclist was injured at the same
intersection.
The confusing arrangement of two-way stops on Idaho and Washington create a
dangerous environment for bicyclists, pedestrians, and even other car drivers. We should not
have to wait for more deaths and injuries to implement proven safety features and correct poor
design (two-way stops / limited visibility at intersections / etc).
These improvements do not require major investment and we should prioritize
identifying quick fixes that can save the most lives and prevent the most injuries, as we plan for
larger, more expensive improvements.

I agree that Santa Monica has made great strides in advancing this ambitious goal, but more work remains to
fully realize the initiative. The City Council should direct the City Manager to work with staff to implement the
following initiatives to improve roadway safety through what are commonly referred to as the three E’s of
transportation safety: engineering, enforcement, and education.
Members of our community have very strong opinions about many local issues, but one of the issues that we
can all agree on is that we all want our streets to be safe for all people. We all agree that everyone who lives
in, works in, or visits our City should not have to fear death or serious injury when they are simply crossing a
street or riding a bicycle in Santa Monica.
According to the Numbers
According to the most recently available statistics from the U.S. Department of Transportation, in 2020, there
were 54,769 pedestrians injured and 6,516 pedestrians killed in traffic crashes
(https://crashstats.nhtsa.dot.gov/Api/Public/ViewPublication/813310). That same year, there were 38,886
cyclists injured and 938 cyclists killed in traffic crashes
(https://crashstats.nhtsa.dot.gov/Api/Public/ViewPublication/813322). The numbers in 2020 were lower than in
prior years, likely due to the effects of the COVID-19 pandemic.
Real People Behind the Numbers
Behind those numbers are real people and families whose lives are irreparably damaged. 8 years ago, in
November 2018, one of my close family friends in northern California was killed crossing the street on her way
to work because she was hit by a driver who ran a red light. She was only 56 years old. She did not live to see
her daughter get married or to meet her first grandchild.
We know that there was a bicyclist killed by a driver at 19th Street and Idaho just a few weeks ago. She was
the 12th bicyclist in southern California killed within 3 weeks. (https://bikinginla.com/2023/10/28/69-year-old-

Safe Streets are Part of Public Safety
Even one person needlessly injured or killed is a tragedy– and these are preventable tragedies. We have the
tools and we have the resources to make our streets safe for all. Let’s re-commit ourselves to our Vision Zero
goals and take the necessary steps to make sure that no more people are injured or killed on our streets. Safe
streets are a part of public safety.

My family and I live on 15th street between Montana and Idaho. I walk or drive my 9 year old daughter to school at
Franklin and know the dangers of crossing the street on Idaho, particularly at the many two‐way‐stop intersections. I will
not let my daughter walk to school next year due to the dangers of these intersections. I watch bicycles go through stop
signs all the time, at their own risk, but with increasing danger due to the free flow of traffic on the numbered streets. It
is particularly dangerous for drivers who are not familiar with the area and who might assume that these intersections
are four‐way, because they should be. Lastly, living on 15th street, I have seen how the open path between Montana
and Washington encourages drivers with powerful cars to speed away from La La Land, where they often come from out
of the neighborhood and have little sense or consideration about the danger their driving poses to the people who live
here. I also see kids on scooters and skateboards get up too much speed down the grade on 15th, knowing they do not
have to stop at the corner of Idaho. Having a stop sign at the corner would alleviate much of this danger to people who
otherwise do not take their own safety and those of others as seriously as they should.

16C motion by Councilmember Zwick, Torosis and Mayor Davis. Item 16C improves Street Safety and

crashes from Santa Monica’s roads. As you all are aware this action comes on the heels of the tragic
fatal crash on Idaho Ave. October 27th where 69 year old Tania Mooser — our neighbor, mother, sister
and retired teacher — was struck and killed while riding her bicycle. Two weeks later another bicyclist
was struck and injured at the same intersection*.
Motion 16C provides tools to make our streets safer for all road users, and helps strengthen our
commitment and move us closer in realizing our Vision Zero safety goals by 2026. The City’s Vision Zero
commitment creates safer streets that benefit everyone, encourages healthier active transportation
options by providing a choice to move around Santa Monica without driving a car, reduces our GHG
emissions and helps move us toward our sustainability and climate goals.
While Santa Monica has made great strides in advancing ambitious Vision Zero goals, more work clearly
remains to fully realize the initiative. With motion 16C the City Council directs the City Manager to work
with staff to implement an important interdepartmental checks-and-balances to collectively work toward
meaningfully improving roadway safety through what are commonly referred to as the three E’s of
transportation safety: Engineering, (Equitable) Enforcement**, and Education.
We again applaud Councilmembers Zwick, Torosis and Mayor Davis on yet another motion that provides
direction for a framework to take necessary actions to strengthen our commitment to Vision Zero that
will make our streets safer for everyone now and in the future!

*October 20, 2020 the League of American Bicyclists has officially and permanently removed ‘Enforcement’ as one of the pillars of the
Bicycle Friendly America program’s ‘5 E’ framework.“Enforcement” does not equal “Safety” for many People of Color, particularly
Black Americans. The racial disparities in over-policing of our streets is a barrier that prevents many from considering biking for
transportation or recreation. Enforcement as a stand-alone traffic safety tactic is not particularly effective in achieving long-term
safety outcomes for anyone biking or walking.

I'm writing to express support of installing more 4‐way stop signs on Idaho. We live at 22nd and Montana, and our kids
attend Franklin, and have attended Lincoln, and frequently walk in the neighborhood to visit friends or go home with a
friend after school. The lack of 4‐way stops on Idaho (and honestly elsewhere in the neighborhood streets) allows for
cars to pick up speed and go through the intersections too fast to react to a child, a biker, or even an adult crossing at
the intersection. The tragic accidents at Idaho/19th with the bikers, including the fatal one of a few weeks ago, are
avoidable with proper stop signs. I've seen many close calls myself, and frequently people do not even stop at posted
stop signs (though at least most slow down and check).
This is a safety issue for the city, for our children, and for the community at large. Please address it! Thank you, we
greatly appreciate your attention to this matter.

As Santa Monica homeowners in the North of Wilshire / South of Montana area along Idaho Street, my wife and I would
like to express our deep concern regarding pedestrian safety at the intersections between the 18th block and 22nd block
along Idaho. You are aware of the accidents that have taken place in recent weeks at these intersections. One of those
accidents resulted in the death of someone riding their bicycle. It seems to us that 4‐way stops at these intersections
would go a long way to ensure the safety of our neighbors at an extremely (extremely) low cost. We have three girls
who attend Franklin Elementary and who ride their bikes and scooters in our neighborhood, and we would be remiss if
we didn’t express our support for Councilmember Zwick’s motion to take this easy step to dramatically improve their
