Subject: Adoption of Resolution of the Santa Monica City Council Establishing the
2024 City Council Meeting Calendar
Recommended Action
Staff recommends that the City Council:
1. Adopt the attached resolution establishing the 2024 Council regular meeting
calendar; and
2. Adopt a finding of no possibility of significant effect pursuant to Section
15061(b)(3) (Common Sense Exemption) of the California Environmental Quality
Act (CEQA) Guidelines.
Summary
Charter Section 611 requires the Council to hold two regular meetings per month, and
that the meeting calendar shall be established by ordinance or resolution.
Discussion
Santa Monica City Charter section 611 states:
The City Council shall hold regular meetings at least twice each month, at such
times as it shall fix by ordinance or resolution and may adjourn or readjourn any
regular meeting to a date certain, which shall be specified in the order of
adjournment and when so adjourned, each adjourned meeting shall be a regular
meeting for all purposes.

The resolution also authorizes the City Clerk to cancel a regular meeting for an
anticipated lack of a quorum, and that additional regular meetings may be scheduled by
amendment to the resolution (which could be a simple minute resolution on the Consent
Agenda).
Environmental Review
This resolution is exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15061(b)(3) (Common Sense Exemption) of the CEQA Guidelines
which states that CEQA does not apply, “where it can be seen with certainty that there
is no possibility that the activity in question may have a significant effect on the
environment.” The resolution establishes the City Council’s regular meeting schedule
for the 2024 calendar year. Therefore, it can be seen with certainty that there is no
possibility that the resolution in question may have a significant effect on the
environment.
Financial Impacts and Budget Actions
There is no immediate financial impact or budget action necessary as a result of
recommended action.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AMENDING THE 2024 CITY COUNCIL MEETING CALENDAR
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. Pursuant to Charter section 611, the City Council establishes the
following regular meeting calendar for the year 2024:
January 9 (cancelled), 23
February 13, 27
March 19, 26
April 9, 23
May 14, 28
June 11, 25
July 9, 23
August 13, 27
September 10, 24
October 8, 22
November 12, 26
December 10, 17
SECTION 2. A scheduled regular meeting may be subject to cancellation by the
City Clerk for anticipated lack of a quorum, and a regular meeting may be added by
Council amending this resolution.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.

The proposed calendar under item 5-H only lists one regular City Council meeting in January 2024.
Would it not be in violation of the City Charter, as quoted below?
"611. Regular meetings.
The City Council shall hold regular meetings at least twice each month, at such times as it shall
fix by ordinance or resolution and may adjourn or readjourn any regular meeting to a date certain,
which shall be specified in the order of adjournment and when so adjourned, each adjourned meeting
shall be a regular meeting for all purposes [emphasis added]."
