Subject: Request of Mayor Davis and Mayor Pro Tem Negrete that the City Manager
should issue a public notice to solicit letters of interest for the revitalization of
the Civic Auditorium. The City Manager is being asked to prepare a public
notice that shall indicate that the City will maintain ownership of the Civic
Auditorium and will consider entering into a long-term lease. In addition, the
public notice should indicate that the City is seeking letters of interest from
individuals and/or entities that have the experience to operate the facility as a
thriving entertainment and cultural arts venue, experience working with
projects with landmark restrictions and express intention to preserve the
distinguishing historical landmark attributes of the facility, to the greatest
extent possible, and has the demonstrated financial wherewithal to operate
the facility without any financial contribution from the City.

Ladies and Gentlemen. The last part of the descripƟon of 16A Tuesday clearly implies that a prospecƟve tenant, will pay
no rent , if successful, under its long term lease. If that was not intended, the language in 16A about the City having no
financial obligaƟons should be amended to say that the proposed rent and other major business terms should be
included in the bids, and also the tenant would pay 100% of the costs of all changes to the building. If the intenƟon is to
have a net, net lease, that should be stated, too.
If Council thinks no minimum or percentage rent should be paid, that provision, at this Ɵme, would be an enormous
mistake. There must first be a complete appraisal of the property, including possible uses, to evaluate the rental value
and other economic terms. The appraisal will be useful in the requests for interested proposals.f
This first step of instrucƟng David what Council wants, and the professionalism expected by the public, is obviously of
great importance, and should be draŌed aŌer adequate discussion , expert real estate input, and public input. An item at
the next Council meeƟng aŌer Tue s day, or aŌer receipt of such appraisal, might make much sense.

Dear Mayor Davis, Mayor Pro Tem Negrete, Mr. White, & Esteemed Councilmembers:
I write in support of Agenda Item 16.A. - issuance of a public notice to solicit letters of interest for
revitalization of the Civic Auditorium.
It will be great to see if a proposal from the "suitor" identified by the Save the Civic group has legs.
The prospect, potentially, of fully reviving our Civic Center at last, juicing our civic life, and bringing an
economic boost to our local economy too ...hopefully all in time for the 2028 LA Olympics...truly is an
exciting one and a long time in coming.
Many thanks to our outgoing Mayor Davis, Mayor Pro Tem Negrete, Mr. White, and anyone else
involved here for pushing this significant matter forward as a 16. Item this week.
