Subject: Adoption of a Resolution Adopting Salary Rates for Custodian II, Director of
Records and Election Services (City Clerk) and Maintenance Assistant, and
Establishing a New Classification and a Adopting Salary Rate for Principal
Design and Planning Manager
Recommended Action
Staff recommends that the City Council:
1. Adopt a finding that this action does not constitute a “project” within the meaning
of the California Environmental Quality Act (CEQA), or, in the alternative, a
finding of Categorical Exemption pursuant to Section 15324 (Regulations of
Working Conditions) of the CEQA Guidelines.
2. Adopt the attached Resolution adopting salary rates for Custodian II, Director of
Records and Elections Services (City Clerk) and Maintenance Assistant and
establishing a new classification and adopting salary rates for Principal Design
and Planning Manager.
Executive Summary
On October 24, 2023, as part of the year-end budget, the City Council adopted
Resolution Number 11557 (CCS), a salary resolution wherein salary rates for certain
classifications were adjusted. Staff proposes salary adjustments for certain
classifications identified in the salary resolution as considered equity adjustments and
are proposed to address compression, recruitment, and retention issues. Further, with
the upcoming vacancy in the Director of Records and Election Services (City Clerk)
position, staff recommends an increase in the salary for the subject classification to
better ensure a successful recruitment. In addition, staff recommends establishment of
and adoption of salary rates for a Principal Design and Planning Manager.

Discussion
Equity Adjustment for Director of Records and Election Services (City Clerk)
City staff, in collaboration with Ralph Andersen and Associates, will be administering a
recruitment process to fill the upcoming City Clerk vacancy. In consideration of the
current job market in Southern California, staff recommends a 5% increase in base
salary to better ensure a successful recruitment outcome.
Equity Adjustment for Custodian II and Maintenance Assistant
The equity adjustments for the Custodian II and Maintenance Assistant are being
presented to correct previous clerical errors pertaining to previously approved salary
increases for the subject classifications.
Establishment of a Classification and corresponding Salary Range for Principal Design
and Planning Manager
Included in the December 19, 2023, City Council meeting agenda, Public Works is
proposing the establishment of a Principal Design and Planning Manager who will assist
with managing the airport conversion project. The classification will be brought to the
Personnel Board for approval after which a competitive recruitment will be administered.
The establishment of the new classification and adoption of salary rates will be
conditioned upon Personnel Board approval.

Environmental Review
This action does not constitute a “project” within the meaning of the California
Environmental Quality Act (CEQA) because a salary resolution and modification to a
personnel contract will not cause either a direct physical change in the environment or a
reasonably foreseeable indirect physical change in the environment. If this action were
considered a project for purposes of CEQA, it would be categorically exempt pursuant
to Section 15324 (Regulations of Working Conditions) of the CEQA Guidelines, which
consists of actions taken by regulatory agencies to regulate employee wages and
worker conditions.
Financial Impacts and Budget Actions
No budget action is required at this time as a result of the recommended action in this
report. The FY 2023-24 prorated full-burden cost of the salary adjustments for the
Maintenance Assistant, Custodian II, and Director of Records and Election Services
positions included in this report is approximately $64,000 and will be absorbed within
the corresponding department’s current budgets.
The impact associated with the Principal Design and Planning Manager position is
$111,001 (prorated for FY 2023-24) and is included as part of tonight’s Council agenda
item 11, Administrative Proceedings, for Council budget approval.
Future year funding is contingent on Council budget approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
ADOPTING SALARY RATES FOR CUSTODIAN II, DIRECTOR OF RECORDS AND
ELECTION SERVICES (CITY CLERK), AND MAINTENANCE ASSISTANT,
ESTABLISHING A NEW CLASSIFICATION AND ADOPTING SALARY RATES FOR
PRINCIPAL DESIGN AND PLANNING MANAGER.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. The following salary level is hereby established, effective July 2,
2023, for the indicated classifications:
