SR 12-19-2023 5I City Council Report City Council Meeting: December 19, 2023 Agenda Item: 5.I 1 of 4 To: Mayor and City Council From: Rick Valte, Public Works Director, Public Works, Water Resources Subject: Approval of Change Order to Purchase Order for Xylem Flygt Pumps for the Moss Avenue Pump Station Recommended Action Staff recommends that the City Council: 1. Adopt a finding of categorical exemption pursuant to Section 15302 of the California Environmental Quality Act (CEQA) Guidelines. 2. Authorize the Procurement Manager to issue a change order to purchase order #22300940 in the amount of $30,000 with Xylem Water Solutions USA, Inc for the purchase of two (2) Flygt pumps for the Public Works Department. This would result in a revised purchase order total not to exceed $330,000, with future year funding contingent on Council budget approval. Summary The City of Santa Monica’s Water Resources Division within the Public Works Department provides water and wastewater services to over 93,000 residents and 2,700 commercial customers. On average, the City’s wastewater infrastructure collects and disposes of 14 million gallons of wastewater per day and majority of the wastewater is conveyed to the City of Los Angeles’ Hyperion Treatment Plant for treatment and final disposal. The Moss Avenue Pump Station (MAPS), a critical part of wastewater infrastructure in the City, is located adjacent to the Santa Monica Pier and uses four wastewater pumps to convey the City’s wastewater to the Hyperion Treatment Plant located in El Segundo. The current wastewater pumps at MAPS are obsolete and continue to experience service malfunctions and outages that put the city at risk of a major sewer overflow event. Two replacement pumps were ordered, but due to supply chain issues, delivery was delayed and a temporary rental pump was required to ensure 5.I Packet Pg. 324 2 of 4 wastewater continues to be conveyed to the Hyperion Treatment Plant and prevent sewer overflows. The cost to rent the temporary pump while waiting for the two permanent replacement pumps to arrive resulted in an increase in overall project cost that was not originally anticipated. Staff recommends the City Council approve a modification for the purchase order with Xylem Water Solutions USA, Inc (Xylem) for the temporary rental pump cost. The equipment replacement and rental costs for MAPS are reimbursed by the City of Los Angeles as it is part of the City of Los Angeles Bureau of Sanitation’s amalgamated system. Discussion The City of Santa Monica’s wastewater travels approximately nine miles south along the coast and requires sewer lift stations along the way to convey it to the City of Los Angeles’ Hyperion Treatment Plant located in El Segundo. The MAPS is a partnership between the City of Los Angeles and the City, where the City is responsible for operating the wastewater pump station and the City of Los Angeles reimburses the City for operation and maintenance costs, including equipment replacement. The four pumps currently in service at the MAPS are obsolete and have required significant maintenance and repair due to clogs and corrosion caused by the harsh environmental elements in the coastal environment. To improve operational reliability at the MAPS, the wastewater pumps at MAPS will be replaced with Xylem’s proprietary NT 3356 pump, which uses a patented N impeller to minimize clogging by materials such as rags, baby wipes, and debris that typically plug conventional wastewater pumps. The Xylem NT 3356 pump also provides superior corrosion resistance over the existing pumps. To ensure reliable service at MAPS while waiting for the new permanent pumps to arrive, the Water Resources Division has been renting an emergency standby pump and generator for extended durations as two out of the four existing pumps have experienced prolonged service outages and supply chain impacts have delayed the delivery of the two new replacement pumps. Staff recommends the City Council approve a modification for the purchase order with Xylem Water Solutions USA, Inc (Xylem) for the temporary rental pump cost. Environmental Review The replacement of wastewater pumps and use of temporary pumps at MAPS is categorically exempt pursuant to Section 15302 (Replacement and Reconstruction) of the California Environmental Quality Act (CEQA) Guidelines. Section 15302 exempts Class 2 projects which “consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced”. The new wastewater pumps, and use of temporary pumps until the new wastewater pumps are delivered, would replace existing wastewater pumps with essentially the same purpose and capacity, and therefore, the wastewater replacement pumps are categorically exempt from CEQA pursuant to Section 15302 of the CEQA Guidelines.
