Subject: Request of Councilmember Parra and Vice Mayor Negrete that the City
Manager continue to work in collaboration with Downtown Santa Monica, Inc.
(DTSM) to expand entertainment offerings to attract residents and visitors to
support the City’s continued economic recovery. More specifically, the City
Manager is being asked to partner with DTSM to identify and evaluate
opportunities for an entity to operate a roller-skating rink for a specified period
in 2024 on city-owned property in downtown in a manner that is similar to the
popular Ice at Santa Monica.

Dear Mayor Brock, Mayor Pro Tem Negrete, and Honorable Council Members,
Thank you for placing on your January 23, 2024, Council meeting agenda Discussion Item 16G, to continue to work in
collaboration with Downtown Santa Monica, Inc. (DTSM) to expand entertainment offerings to attract residents and
visitors to support the City’s continued economic recovery. DTSM’s partnership with the City of Santa Monica has
delivered many notable events and activations, and we are excited about the opportunity to do more.
Specifically regarding the opportunity to operate a roller rink in Downtown Santa Monica, this endeavor aligns with
DTSM’s mission to promote community life and produce a strong and vibrant downtown. DTSM is happy to manage the
project in a manner that is similar to Ice at Santa Monica.
DTSM has researched the possibility of producing a roller rink, and I am pleased to inform you that we can do so on Lot
27, the home of Ice at Santa Monica. The roller rink would be built using some of the same equipment used to build the
ice rink, and DTSM can oversee the day‐to‐day management in partnership with our current ice rink vendor. For this first
year, we propose a two‐and‐a‐half month roller skating season beginning on August 1st that would lead directly to the
build‐out and operation of Ice at Santa Monica.

Dear Mayor Brock, Vice Mayor Negrete, and City Councilmembers,
I am grateful to Councilmember Parra and Vice Mayor Negrete for bringing this item forward. It is vital to look
ahead and come up with creative ways to support Santa Monica’s economic recovery and provide a variety of
entertainment offerings for residents and visitors. Ice at Santa Monica is always a fun and festive seasonal
activity and I see no reason why we shouldn’t explore other ways to make better use of the surface parking
lot(s) during other parts of the year.
Until the City makes a determination about the long-term land use of the site, it would be wonderful to have
other opportunities for family-friendly activities in the downtown area. I mentioned this agenda item to a few
folks over the last few days and everyone I spoke to responded very positively. My one suggestion would be to
look at possibly having the roller rink in the summer as that would help Santa Monica students on summer
break have more options on how to spend their time, and it would help drive visitors to the eastern part of
downtown where they could potentially shop at businesses they wouldn’t typically visit. Plus- if it’s during the
summer, that gives plenty of time for the set up and breakdown of Ice at Santa Monica.

I look forward to listening to the Council’s discussion on this item and future opportunities to support Santa
Monica’s economic recovery.
