RESOLUTION NUMBER 11531 (CCS)

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA, CALIFORNIA,
REVISING SOLID WASTE RATES
WHEREAS, Government Code section 54344 and Santa Monica Municipal Code
Section 5.08.250 allows the City Council to establish by resolution the rates of municipal
solid waste services; and
WHEREAS, the City provides comprehensive solid waste services t o its
residential, commercial, an d municipal customers using sustainable waste diversion
strategies with the goal of achieving zero waste, locally defined as 1.1 pounds per
person per day (PPD) of lan dfill disposal, by 20 23; and
WHEREAS, the rates est ablished by this resolution are no more than necessary
to recover the costs of t he services provided, including the establishment of a 90-day
(24.7%) operating reserve level; and
WHEREAS, the City of Santa Monica, in accordance with Articl e XIII D Section 6
of t he California Constitution, mailed a notice of the proposed solid waste rate inc reases
for a five-year period beginni ng August 1, 2023, through June 30, 202 8, to the owner of
record of each p arcel in Santa Monica; an d
WHEREAS, the City Clerk gave n otice of the proposed solid waste rate
increases by publishing once a week f or t wo weeks pr ior to the public hearing in the
Santa Monica Daily Press in accordance with Government Co de section 54354.5; an d
WHEREAS, the City Counci l held a public h earing on June 13, 20 23, to consider
the proposed solid was te rate increases; and

WHEREAS, the City Council has considered all written and oral testimony
presented at the public hearing.
NOW, THEREFORE, THE CITY OF SANTA MONICA DOES RESOLVE AS
FOLLOWS:
SECTION 1. Effective August 1, 2023, or as soon thereafter practical, solid waste
rate shall be increased as follows:

(All rates are based on the landfill trash service level. Recycling and organics services are
bundled in the rates below at no additional charge.)

SECTION 2. Resolution Number 10806 (CCS) is hereby repealed as of the
effective date of this resolution.
SECTION 3. The City Clerk shall certify to the adopt of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
