Subject: Authorization to Accept FEMA Assistance to Firefighters Grant (AFG) and
authorize purchase of automated chest compression devices
Recommended Action
Staff recommends that the City Council:
1. Authorize the City Manager to accept a grant awarded in the amount of
$101,818.18 from the Federal Emergency Management Agency Assistance to
Firefighters Grant (AFG) to partially cover the purchase of four automated chest
compression devices for the Fire Department.
2. Authorize the City Manager to execute all necessary documents to accept the
grant and all grant renewals.
3. Authorize the Procurement Manager to issue a purchase order with Stryker
Corporation for the purchase of automated chest compression devices for the
Fire Department. This recommended award is made as an exception to the
competitive bidding process pursuant to Section 2.24.250(c) and is for a total
amount not to exceed $143,074 with future year funding contingent on Council
budget approval.
4. Authorize budget changes as outlined in the Financial Impacts & Budget Actions
section of this report.
5. Adopt a finding of no possibility of significant effect pursuant to Section
15061(b)(3) (Common Sense Exemption) of the California E nvironmental Quality
Act (CEQA) Guidelines.
Summary
The Santa Monica Fire Department (SMFD) was awarded $101,818.18 through the
Fiscal Year 2021 Assistance to Firefighters Grant (AFG). The purpose of the AFG
program is to protect the health and safety of the public and firefighting personnel
against fire and fire-related hazards. The performance period for the AFG program is

01/30/2023 to 01/29/2025. SMFD would use the funds to purchase four automated
chest compression devices.
Discussion
Automated chest compression devices provide continuous chest compressions
necessary for cardiopulmonary resuscitation (CPR). An example use case for an
automated chest compression device is during transport of a patient up or down stairs.
Ordinarily, paramedics would need to pause compressions for several seconds while a
patient is transported on stairs or uneven terrain. The automated chest compression
device provides continuous measured compressions no matter the terrain. In addition to
lifesaving measures, the device produces digital data that is reviewed by the
department’s Medical Director and enables SMFD’s participation in pilot studies,
including UCLA’s Extracorporeal membrane oxygenation (ECMO) study which aims to
improve the survivability from cardiac arrest.
SMFD will use the funds to purchase and provide initial service costs for four automated
chest compression devices (Stryker LUCAS 3). Currently, SMFD has five automated
chest compression devices, leaving two front-line Advanced Life Support (ALS) Engines
without a permanent assigned unit. The department is currently renting two devices.
With grant funding, SMFD would add four additional permanent devices; two to rescue
ambulances and two units would be assigned to the front-line apparatus currently
renting the device.
Vendor Selection
Exception to Competitive Bidding
Staff recommends Stryker Corporation to furnish and provide four automated chest
compression devices as an exception to competitive bidding per Muni Code
2.24.250(c). This section exempts bidding requirements where competitive bid
procedures have already been utilized by a government agency, joint power agency,
special district, or cooperative purchasing agency consisting of one of more such
agencies and the goods or supplies are supplied to the City at the same or better price.

This procurement satisfies this requirement. Staff was able to secure competitive
pricing from Stryker through Savvik Contract Number 2021 -06 with Eagle County Health
Service District, dba Eagle County Paramedic Services (the “Principal Procurement
Agency”). The procurement agency issued a Request for Bid for Medical Equipment,
RFB #2021-06 (“RFB”), soliciting bids for the supply and support of Medical Equipment.
The process was publicly advertised August 21 to August 26, 2021 in the Eagle Valley
Enterprise in the County of Eagle Colorado. Savvik is a Minnesota based non-profit
corporation serving as a contracting agency for public safety, education, and
government. Formed in 1997, Savvik creates national cooperative purchasing solutions
on behalf of its public safety, government, education, and non-profit member agencies
nationwide. Savvik serves over 15,000 agencies participating in all 50 states.
Environmental Review
The use of grant funds to fund emergency pre paredness equipment is categorically
exempt from the California Environmental Quality Act (CEQA) under Section 15301
(Class 1 Existing Facilities) of the CEQA Guidelines. Section 15301 exempts projects
that consists of the operation, repair, maintenance, leasing, licensing, permitting, or
minor alteration of existing public or private structures, facilities, mechanical equipment,
or topographical features, involving negligible or no expansion of the existing or former
use. Grant funding will be used to replace equipment at the end of the equipment’s
useful life as previously stated. Furthermore, the use of grant funds for equipment,
supplies, and maintenance would have no possibility of significant effect on the
environment, and therefore, is also exempt pursuant to Section 15061(b)(3) (Common
Sense Exemption) of the CEQA Guidelines. Grant funds would support the
administration of programs to ensure regional preparedness and would not result in
physical effects on the environment.
Financial Impacts and Budget Actions
Staff seeks authority to accept a grant from the Federal Emergency Management
Agency Fiscal Year 2021 Assistance to Firefighters Grant for the purchase of related

medical supplies and ongoing equipment maintenance and service agreements. There
is a 10% local match that will be funded from the department’s General Fund budget.

OAKS INITIATIVE NOTICE
NOTICE TO APPLICANTS, BIDDERS, PROPOSERS
AND OTHERS SEEKING DISCRETIONARY PERMITS, CONTRACTS,
OR OTHER BENEFITS FROM THE CITY OF SANTA MONICA
Santa Monica’s voters adopted a City Charter amendment commonly known as
the Oaks Initiative. The Oaks Initiative requires the City to provide this notice and
information about the Initiative’s requirements. You may obtain a full copy of the Initiative’s
text from the City Clerk.
This information is required by City Charter Article XXII—Taxpayer Protection. It
prohibits a public official from receiving, and a person or entity from conferring, specified
personal benefits or campaign advantages from a person or entity after the official votes,
or otherwise takes official action, to award a “public benefit” to that person or entity. The
prohibition applies within and outside of the geographical boundaries of Santa Monica.
All persons or entities applying or receiving public benefits from the City of Santa
Monica shall provide the names of trustees, directors, partners, and officers, and names
of persons with more than a 10% equity, participation or revenue interest. An exception
exists for persons serving in those capacities as volunteers, without compensation, for
organizations exempt from income taxes under Section 501(c)(3), (4), or (6), of the
Internal Revenue Code. However, this exception does not apply if the organization is a
political committee or controls political committees. Examples of a “public benefit” include
public contracts to provide goods or services worth more than $25,000 or a land use
approval worth more than $25,000 over a 12-month period.

Initiative, you must supply that information on the Oaks Initiative Disclosure Form. This
information must be updated and supplied every 12 months.

and maintains certain information. That information includes the name of any person or persons
who is seeking a “public benefit.” If the “public benefit” is sought by an entity, rather than an
individual person, the information includes the name of every person who is: (a) trustee, (b)
director, (c) partner, (d) officer, or has (e) more than a ten percent interest in the entity.
