Dear Mayor Davis and City Council Members:
As Clean Power Alliance (CPA) Westside Community Advisors, we write to support that
Council Member Caroline Torosis is named as the alternate for the Santa Monica
representation on the CPA Board of Directors. Since 2018, Santa Monica’s participation and
leadership in the CPA, advancing the availability, reliability and adequacy of clean renewable
energy, has enabled our cities, communities and two counties to meet ambitious and essential
climate and sustainability goals and the energy needs of families, residents, students, visitors
and businesses. Important decisions regarding CPA are pressing daily. Council Member
Torosis has the knowledge, expertise and experience to be a steady and strong voice on the
CPA board that helps deepen CPA’s capacity. She is ready to contribute efficiently and
significantly.
Her policy understanding for CPA discussions and attendance at board meetings and the
committee meetings that address executive, financial or energy matters can be a practical
extension of her working for LA County (particularly at the downtown office). With legal
proficiency, workforce development skills, and know-how in accessing funding resources,
Council Member Torosis is also poised to help increase CPA’s community benefit programs
and to support a source of people ready to fill a growing portfolio of available jobs in the clean
energy field.
We trust the Council to capitalize on the evident capacities that Council Member Torosis will
bring to being Santa Monica’s CPA board alternate by naming her as such this evening.

Dear Mayor Davis and City Council Members:
I am writing to support Council Member Caroline Torosis to be the alternate for Santa
Monica on the Clean Power of Alliance Board of Directors. As a young person, I am paying
attention to the climate crisis. I know that the Clean Power Alliance has been important in
providing us with 100% renewable energy that makes it possible to reduce millions of tons
of carbon emissions, a must-do.
That is why, as a Santa Monica High School student, I am proud that the SMMUSD is now
opting up to have 100% clean energy for our schools. We all need to understand the risks
of taking our climate for granted. We all can do our part in taking climate actions.
Clean Power Alliance is one of the most positively impactful climate actions that this council
along with former councils have supported. Council Member Torosis has the skills,
knowledge and understanding we need on the Clean Power Alliance Board of Directors as
an alternate.

Dear Mayor Davis and City Council Members,
The Santa Monica Spoke and the Santa Monica Safe Streets Alliance would like to express their support
in naming Council Member Caroline Torosis as the alternate for Santa Monica on the Clean Power
Alliance (CPA) Board of Directors. Since its inception, Santa Monica has helped shape the CPA to ensure
the availability of clean renewable energy for the city, community and the region. This work is crucial,
especially as we need a sturdy and visionary infrastructure to decarbonize our modes of transportation,
Big Blue Bus, and regional transit systems in order to meet our climate goals. CPA is a huge provider of
green renewable energy and stands as one of California’s largest operators. We believe Council Member
Torosis can step in seamlessly as Santa Monica’s alternate to continue CPA’s progr ess effectively and
efficiently.
Council Member Torosis has demonstrated her acumen and ability to work collaboratively, bolstered by
years of experience in LA County’s economic and legal deliberations, workforce development, finding
resources, local government or community projects, partnerships and wide ranging endeavors. Her
experience can only prove to be an invaluable resource to CPA’s ongoing RFP, MOU or contract
discussions and decision-making for energy supply, local government concerns, a green labor force,
community programs, and securing critical funding. Proven through her work at LA County, Council
Member Torosis has already succeeded in adding $40 million of cap and trade money to the county
resources for affordable housing and quality jobs. We believe that she is the right person at the right time
for the CPA role.
We support and encourage unanimous council approval to name Council Member Torosis as Santa
Monica’s CPA Board Alternate.

I am writing in support of making Council Member Caroline Torosis the alternate for Santa
Monica on the Clean Power Alliance Board of Directors. As a young person, I am paying
attention to the emergency of climate change. I know that the Clean Power Alliance has
helped to switch Santa Monica into a city with 100% renewable energy, and in doing so has
had a dramatic effect in the reduction of carbon emissions from the city.
That is why I, a member of the city of Norwalk, have always looked up to Santa Monica as a
trailblazer for what can happen when a city government makes the problems of future
generations a priority.
Clean Power Alliance is one of the most positively impactful climate actions that the Santa
Monica city council supports. Council Member Toris has all the skills, knowledge, and
understanding to become a great person for the position.
I am confident that tonight this Council will agree and select Council Member Toris as Santa
Monica's alternate to the Clean Power Alliance Board of Directors.
