Award Bid #4445 to Bound Tree Medical, an Ohio-based company, for the purchase and delivery of Microflex disposable gloves to be used by staff citywide; 2. Authorize the Procurement Manager to issue annual purchase orders to Bound Tree Medical, for the purchase and delivery of Microflex disposable gloves for a total amount not to exceed $720,000 over a five-year period, with future funding contingent on Council budget approval; and, 3. Adopt a finding of no possibility of significant effect pursuant to Section 15061(b)(3) (Common Sense Exemption) of the California Environmental Quality Act (CEQA) Guidelines. Summary The City of Santa Monica purchases Microflex disposable gloves for use across various City departments. The Finance Department oversees the solicitation process for goods and services that are used citywide.” Disposable gloves are used to protect staff against a variety of hazards, from biohazards to industrial. In March 2023, the Finance Department conducted a formal bid process for the purchase of Microflex disposable gloves from authorized distributors. Staff recommends that the City Council award the bid for the purchase of Microflex disposable gloves to Bound Tree Medical in an amount not to exceed $720,000 over a five-year period. Discussion 5.E Packet Pg. 197 2 of 3 The City purchases disposable latex gloves for use across many departments. Depending on the department, City staff experience a variety of hazards in a typical workday, from biohazards (Police and Fire) to industrial (Public Works and Big Blue Bus), with exposure crossover (biohazard/industrial) among many departments. Over the years, staff has tested and evaluated many types of gloves for the various applications throughout the City. The Microflex gloves were chosen as the best fit for a wide range of departmental needs. They are much thicker than the average disposable latex glove, provide protection against harmful chemicals, including solvents, have textured fingers for a reliable grip, and extended coverage over the wrist and forearm. The Microflex brand may be sourced from many distributors throughout the industry as is apparent by the number of bids received from various distributors. Financial Impacts and Budget Actions Staff seeks authority to approve funding from various funds to award purchase orders with Bound Tree Medical for the purchase and delivery of Microflex disposable gloves. Purchase orders will be processed by individual departments and issued to Bound Tree Medical for a cumulative total not to exceed $720,000 over a five-year period. Funds are included in the FY 2023-25 Proposed Biennial Budget.
