Adopt a finding of Categorical Exemption pursuant to Sections 15301 (Existing Facilities) and 15302 (Replacement/Reconstruction), of the California Environmental Quality Act (CEQA) Guidelines. 2. Award Bid # SP2462 to WGJ Enterprises Inc., dba PCI, for the Airport Runway Rubber Removal, Crack Seal, and Restripe for the Public Works Department. 3. Authorize the City Manager to negotiate and execute a contract with PCI, in an amount not to exceed $1,044,280 (including a $94,935 contingency). 4. Authorize the Director of Public Works to issue any necessary change orders to complete additional work within contract authority. 5.C Packet Pg. 41 2 of 5 Summary The City of Santa Monica Airport Runway Rubber Removal, Crack Seal and Restripe Project consists of the following scope of work to comply with current Federal Aviation Administration (FAA) guidelines and planned airport operations: • Rubber removal from the surface of the runway. • Application of crack seal where necessary. • Removal of existing striping and pavement markings within the helipad area in order to crack seal, slurry, and update markings. • Restriping and remarking of all airside areas including the runway and taxiways. WGJ Enterprises Inc., dba PCI, is recommended for the construction of the project at a cost not to exceed $1,044,280. Discussion The goal of this project is to rehabilitate the Santa Monica Airport’s pavement and markings to be consistent with current FAA guidelines and planned airport operations as prescribed. The project consists of removing the rubber build-up from the runway, restriping all existing airside markings, replacing the existing joint sealant, if necessary, and updating pavement markings within the helipad area. The construction would take approximately 21 calendar days to complete; five of which would require full runway closures at night to accommodate work on the runway. Following the full nighttime closure, the remaining 16 calendar days would be used to complete construction outside the runway area during the day. Informational meetings to minimize impacts from this construction would be held 30 days in advance of beginning the work. These meetings would include outreach efforts with airport tenants, aviation organizations, and the Airport Commission. Lastly, a Notice to Air Missions providing detailed information on the planned work and airport closures would be filed with the appropriate regulatory authorities. 5.C Packet Pg. 42 3 of 5 Vendor Selection Best and Only Bidder WGJ Enterprises Inc., dba PCI Submittals Received Selection Criteria WGJ Enterprises Inc., dba PCI $949,345 Municipal Code SMMC 2.24.180 Evaluation Criteria Price; the quality of services offered; the ability, capacity and skill of the bidder to perform or provide the materials or services; the capacity of the bidder to perform the contract or provide the service promptly, within the time specified, and without delay or interference; the sufficiency of the bidder’s financial resources; the character, integrity, and reputation. The City shall have absolute discretion in determining the applicability and weight of the criteria listed above. The City is not required to select the bid with the lowest price. It seems that following recent rain events, paving and striping contractors have accumulated an unusual amount of backlog projects due to the amount of damaged pavement in the surrounding area. In addition, contractors have mentioned a reduction in staff which has led to their inability to bid all projects. Although only one bid was received, staff believes PCI is a capable contractor with a positive track record. Staff recommends PCI for their previous positive experience with the City and past project experience with similar scopes of work. Such similar projects include a $4.2 million contract for rubber removal and striping with John Wayne Airport in Orange County. Projects reviewed by staff were completed within the last three years by the contractor. Staff checked references for these projects, and all reported the contractor's quality of work was good and the projects were completed in a timely and cost-efficient manner. The State Contractor’s License Board verified that the Contractor's license is active and in good standing. Based on these criteria, PCI is recommended as the best bidder. Environmental Review 5.C Packet Pg. 43 4 of 5 The project is categorically exempt from CEQA pursuant to Section 15301 and Section 15302 of the CEQA Guidelines. Section 15301 exempts Class 1 (Existing Facilities) projects from CEQA, which include the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Section 15302 exempts Class 2 projects which “consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced”. The project consists of the rehabilitation of Santa Monica Airport’s pavement and markings and would not change the airport’s existing purpose and capacity. Therefore, the project is categorically exempt from CEQA. Financial Impacts and Budget Actions Staff seeks authority to approve funding from the Airport Fund to award a contract with WGJ Enterprises Inc., dba PCI, for the Santa Monica Airport Runway Rubber Removal, Crack Seal and Restripe Project. Funds are included in the proposed FY 2023-24 Exception-Based Capital Improvement Program Budget.
