Adopt a finding of Statutory Exemption pursuant to Section 21080.21 of the California Environmental Quality Act (CEQA); 2. Award Bid #SP2667 to Blois Construction Inc., for the construction of Cloverfield Boulevard Recycled Water Main Installation Project for the Public Works Department; 3. Authorize the City Manager to negotiate and execute an agreement with Blois Construction Inc, in an amount not to exceed $2,063,022 (including a $269,090 contingency); and 4. Authorize the Director of Public Works to issue any necessary change orders to complete additional work within contract authority; 5. Authorize budget changes as outlined in the Financial Impacts & Budget Actions section of this report. Summary The Cloverfield Boulevard Recycled Water Main Installation Project (Project) would expand the City’s existing recycled water distribution system by approximately 2,150 linear feet. The Project would support the City of Santa Monica’s goal of reducing its reliance on imported water supplies by distributing recycled water from the Sustainable Water Infrastructure Project (SWIP) through the recycled water distribution network to both public and private users for irrigation and dual plumbed uses (e.g., toilet flushing) to reduce potable water demand. This Project would convey recycled water to the future 5.A Packet Pg. 290 2 of 4 Providence Saint John development on Santa Monica Boulevard to minimize its potable water footprint. Future developments would also have access to recycled water. Staff recommends Blois Construction Inc., to provide construction services for the Project, in an amount not to exceed $2,063,022 (including a $269,090 contingency). Discussion The recently constructed Sustainable Water Infrastructure Project (SWIP), which consists of a new advanced water treatment facility and an upgraded Santa Monica Urban Runoff Recycling Facility, is able to produce up to 1.5 million gallons per day of advanced treated recycled water, which reduces the City’s reliance on imported water. SWIP’s advanced treated recycled water meets all regulatory requirements for non- potable uses (e.g., irrigation and toilet flushing) and groundwater recharge. The City’s current recycled water distribution system consists of approximately 26 miles of pipe ranging in diameter from 4 to 12 inches. Expansion of the recycled water distribution system would enable the City to distribute more recycled water than it has in the past to dual-plumbed buildings and private irrigation systems. This expansion would help the City continue its efforts to offset potable water usage and reduce reliance on imported water supplies. The recommended bidder has demonstrated the ability to perform quality work on pipeline and engineering projects. Public Outreach Construction is expected to begin in fall 2023 and be completed within six months. Prior to and during construction, City staff and the contractor would distribute notifications to residents and adjacent properties detailing the project scope, construction schedule, and potential impacts. Periodic updates would be provided, as necessary. Social media would be utilized to notify the public about general construction updates. Environmental Assessment The recycled water main installation is statutorily exempt from the California Environmental Quality Act (CEQA) pursuant to Section 21080.21 which exempts any project of less than one mile in length within the public street or right of way for the installation of a new pipeline or the maintenance, repair, restoration, replacement, or removal of an existing pipeline. The recycled water main would be less than one pipe and would occur within the existing public right of way, and therefore, is statutorily exempt from CEQA. Financial Impacts and Budget Actions Staff seeks authority to approve available funding from the Water and Wastewater Funds to award a contract with Blois Construction Inc., to provide construction services for the Cloverfield Boulevard Recycled Water Main Installation Project.
