Subject: Authorization to Accept a Donation from Kiwanis Charities of Santa Monica to
Purchase and Install Scoreboards at Los Amigos Park and Historic Belmar

Recommended Action
Staff recommends that the City Council:
1. Adopt a finding that the scoreboards are categorically exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15311 (Class 11
Accessory Structures) of the CEQA Guidelines;
2. Authorize the City Manager to accept a donation in the amount of $70,000 from
Kiwanis Charities of Santa Monica for the purchase and installation of one
scoreboard at Los Amigos Park and one scoreboard at Historic Belmar Park; and
3. Authorize budget changes as outlined in the Financial Impacts & Budget Actions
section of this report.
Summary
The Kiwanis Club of Santa Monica and its associated foundation, Kiwanis Charities of
Santa Monica, has offered the City a $70,000 donation to exclusively fund the
fabrication and installation of two scoreboards to replace the one existing non-functional
scoreboard at Los Amigos Park and add a new scoreboard at Historic Belmar Park.
Discussion
The Kiwanis Club of Santa Monica was established in 1922 and has an impressive
record of supporting the community through acts of service, student scholarships, and
other financial contributions, including a $50,000 donation to the City in 2015 that
funded a new playground at Ozone Park. The current proposed donation of $70,000

would fund fabrication and installation of one scoreboard at Los Amigos Park and one at
Historic Belmar Park.
Los Amigos Park is a public park located on the Muir/SMASH campus and has been
home to Santa Monica Pony Baseball since 1952, where the league hosts games,
practices, and operates a snack bar. The existing scoreboard at the park has long
exceeded its expected useful life and is no longer functional. It is estimated that
fabrication and installation of the Los Amigos scoreboard would cost approximately
$18,000 and could be installed in one year, including several months to obtain approval
from the Division of the State Architect as required for projects on school district
property.
Historic Belmar Park opened at the Civic Center in February 2021 and, due to
budgetary constraints, a scoreboard was excluded from the original project plans. Now
that the field has been in use for two years, the community has expressed a desire to
add a scoreboard for field permitees to utilize. Installation of the scoreboard at Historic
Belmar Park would require constructing a new electrical power source, resulting in an
estimated total cost of $50,000 and a 14-month project timeline.
The City’s Community Partnerships team has coordinated the donation with the Kiwanis
Club of Santa Monica, and Public Works’ Architecture Services Division would oversee
fabrication and installation of the scoreboards. In accordance with the City’s Standard
Donations Policy, Council authorization is required to accept direct donations to the City
valued at more than $50,000.
Commission Action
The Recreation and Parks Commission met on January 26, 2023, reviewed the
scoreboard designs, and discussed Kiwanis Charities of Santa Monica’s proposed
$70,000 donation for the purchase and installation of the scoreboards. The Commission
voted unanimously to recommend approval of the donation to Council. Further, the Field
Sports Advisory Committee met on February 1, 2023 and also were supportive of
Council accepting the donation.

Environmental Review
The scoreboards are categorically exempt from CEQA pursuant to Section 15311
Accessory Structures (Class 11) of the CEQA Guidelines. Class 11 consists of the
construction, or replacement, of minor structures accessory to existing commercial,
industrial, or industrial facilities, including but not limited to on-premise signs, parking
lots, seasonal or temporary use items. The scoreboards are accessory structures and
therefore, are categorically exempt as set forth in Section 15311 of the CEQA
Guidelines.
Financial Impacts and Budget Actions
Staff seeks authority to accept a donation from Kiwanis Charities of Santa Monica and
appropriate funds in the City’s Capital Improvement Program budget for the fabrication
and installation of two new scoreboards.
