Subject:Homeless Liaison expanded hours advised

I moved into magnolia villas on 10th Street we are over run by the homeless. People living on public and private
properties. People blocking traffic walking down the middle of our roads.
Magnolia Villa was ok’d by city council 39 apt without a car garage. Because of this we are constantly intimidated by
homeless in our doorways lying on the side walk and sitting on the sidewalks for days at end.
I called the homeless liaison and they operate 5a‐4p Monday through Thursday. They are waiting for expanded hours to
their operations. Saying they are waiting for city council to ok this. You all say you want to assist our cities homeless
problems, here is your chance.
Please take a look at expanding hours for this liaison.
Thank you,
Fran Lyness

The Delaware Avenue Apartments in Santa Monica have become a base for organized criminal activity and drug
sales. The police need to patrol this building regularly.
It is believed that gang members and the like actually rent a good percentage of this complex. It is poorly managed and
has become a haven for crimes.
Please patrol 2032‐ 2106 Delaware Avenue Apartments.

Dear Representative,
I’m writing to inquire whether the City Council would be willing to take up a supported resolution to
enact student loan debt cancellation related to graduates and students of both nonprofit and for-profit
schools. While the authority to cancel student loan debt legally resides with the President of the
United States, cities nationwide have publicly requested that President Biden enact full, universal
student loan cancellation through executive order. I’m writing to request that the City of Santa Monica
take up such a resolution and endorsement.
How may I proceed with this request through the City Council? Please let me know. Thank you.
Sincerely,
Vicki Maturo

Re: Memorial Park Plan/Santa Monica College Negotiations
Dear Mayor Himmelrich and Council Members,
At its Thursday, March 17th meeting, the Santa Monica Recreation and Parks Commission
discussed and by unanimous vote agreed to request that you direct city staff to restart
negotiations with Santa Monica College and its Board of Trustees as to when the College plans to
fulfill its promise and obligation to pay “Up to $20 million dollars” from the Measure V Bond of 2016 to
help pay for the Memorial Park Redesign.
We also request you or city staff provide us with an update on the progress of the above
negotiations within 60 days of receipt of this letter.
In 2016, Measure V also promised $20 million to SMMUSD for the new JAMS Auditorium and did fulfill
that promise, but the City of Santa Monica is still waiting for the $20 million dollars SMC promised in
the same bond measure for Memorial. At the time, commissioners were assured by city officials,
staff and SMC representatives that the full $20 million would go towards Memorial Park.
Negotiations between the City and College stalled in 2019, then the pandemic hit.
Thank you for your leadership and efforts to help push the Memorial Park Plan forward. It’s time.
Sincerely,
Lori Brown

Dear Council Members, City Manager,
Three quick things...
1)I've included a link to my recent Letter to the Editor printed in the Santa Monica Daily Press about
homelessness and solutions. It is personal and full of good information I think you'll find valuable.
https://www.smdp.com/letter‐24/218244
2)I've also attached a recent letter sent to you by the Recreation and Parks Commission asking Council to
direct staff to negotiate with SMC about when the College will be meeting its obligation and promise to
provide the city with $20 million dollars from its 2016 Bond toward the Memorial Park Expansion. The letter
also asks that the city provide an update on those negotiations.
The letter is even more timely given SMC's plans to ask for a new bond.
There are many in the city who think they should fulfill the above obligation before they do. There is also a lot
of information some of you may not have about that obligation and the history behind it. Please read the
attached letter and I will follow up later.
If any of you would like to hear about Memorial first‐hand, I'd be happy to share it with you.
3)I hope you will give consideration to my application for a third and final term on the Recreation and Parks
Commission.
Thank you for your time and consideration, as always.
Sincerely
John Cyrus Smith, Santa Monica Recreation and Parks Commissioner
