Councilmembers,
Councilmember Brock's agenda item 13D purports to want to study the safety situation in downtown Santa Monica, but
we already know the outcome he wants: the dissolution of the DTSM board and replacing the downtown safety
ambassadors with an armed private security force accountable solely to the landlords of DTSM.

This is completely morally bankrupt and it's absolutely shocking that this is a proposal being floated by a sitting
councilmember. A private armed goon squad tasked with "dealing with" the homeless situation downtown is a license
for violence against both the homeless and anyone else the armed private security deems to be a problem.
13D should be pulled from tomorrow's agenda. We should not be wasting city time and resources when we know it's
going through the motions to tee up a predetermined outcome: Phil's frightening and morally bankrupt vision for
downtown.

Not sufficient. The “existing safety and security of the Third Street Promenade, parking garages, and surrounding areas
in downtown Santa Monica” absolutely sucks and has for far too long. Same with public safety throughout the City.
Anyone on the Council or in the City Attorney's Office who doesn’t recognize this by now is clinging to the wrong job.
SMPD publicly estimated 40% of their arrests involve homeless individuals. The City’s failed policies have marked Santa
Monica as a soft target for opportunistic criminal invaders, including (as arrest statistics demonstrate) among an
increasingly unhinged homeless population.
Enough studying. Take action. No more thugs on drugs.
