Storm Water Control System Process Improvements
Recommended Action
Staff recommends that the City Council authorize the City Manager to negotiate and
execute a second modification to agreement #10613 in the amount of $198,650 with
Vertech Industrial Systems, LLC for programming water, wastewater, recycled water,
and storm water control system process improvements for the Public Works
Department. This will result in a five-year amended agreement with a new total amount
not to exceed $759,400, with future year funding contingent on Council budget
approval.
Summary
The City’s Water Resources Division operates and maintains a network of water,
wastewater, and storm water facilities in the City of Santa Monica and the City of Los
Angeles, including two water treatment plants, four reservoirs, ten groundwater wells,
the Santa Monica Urban Runoff Recycling Facility (SMURRF), four storm water
diversions, a storm water harvesting tank, and a wastewater pump station. In addition,
the City’s water distribution and wastewater collection systems comprise over 400 miles
of pipeline collectively. The City is also expanding its water and wastewater
infrastructure with new projects to meet City water self-sufficiency initiatives.
The Water Resources Division has contracted with Vertech Industrial Systems LLC
(Vertech) to assist in efforts to modernize and standardize infrastructure of the City’s
water, wastewater, and storm water facilities. Through on-going work to modernize the

monitoring and control capabilities associated with the production and processing of
water, staff has identified new control system process improvements that would
enhance operational efficiency (e.g., reduced plant downtime, improving water quality
reliability, and increasing water production efficiency). Staff recommends an increase in
contract authority for agreement #10613 to implement these improvements and
maintain continuity of on-call technical support provided by Vertech.
Discussion
A key component in operating and monitoring the performance of all the City’s water
and wastewater infrastructure is the Supervisory Control and Data Acquisition (SCADA)
system. Standard in all water utilities, a SCADA system is an electronic control system
for operating automated processes, monitoring of performance, and storing operational
data. Upkeep of the SCADA system and monitoring/controls infrastructure requires
continual evaluation of asset health, operational efficiency, and identifying actionable
measures to make improvements when deficiencies are identified.
On January 23, 2018, Council authorized a contract with Vertech to perform an
assessment of the City’s water and wastewater SCADA system, provide a roadmap for
implementing upgrades/enhancements to the system, and provide on-call integrator
services, training, and user documentation. Through ongoing work under this contract,
Vertech and City staff jointly identified additional key improvements to the process
control programming required at the Arcadia Water Treatment Plant and throughout the
potable water distribution system that would improve operations and water quality.
These improvements pertain to a variety of process control areas, including:
• Integrating monitoring capabilities at the City’s water reservoirs to reduce water
age and enhance water quality;
• Increased monitoring and controls of the City’s booster pump station to minimize
start/stop cycles and to operate as much as possible during lower energy cost
periods;

• Implement communication protocol at the City’s well fields to enhance monitoring
and control of desired water quality (e.g., chlorine added) from each groundwater
well; and
• Membrane and filtration control routines to improve performance efficiency,
including reduced cleaning requirements of the membranes.
Additional funding is requested through this contract modification to address these
process control improvements and maintain continuity of on-call technical support
provided by Vertech.

NOTICE TO APPLICANTS, BIDDERS, PROPOSERS
AND OTHERS SEEKING DISCRETIONARY PERMITS, CONTRACTS,
OR OTHER BENEFITS FROM THE CITY OF SANTA MONICA
Santa Monica’s voters adopted a City Charter amendment commonly known as
the Oaks Initiative. The Oaks Initiative requires the City to provide this notice and
information about the Initiative’s requirements. You may obtain a full copy of the Initiative’s
text from the City Clerk.
This information is required by City Charter Article XXII—Taxpayer Protection. It
prohibits a public official from receiving, and a person or entity from conferring, specified
personal benefits or campaign advantages from a person or entity after the official votes,
or otherwise takes official action, to award a “public benefit” to that person or entity. The
prohibition applies within and outside of the geographical boundaries of Santa Monica.
All persons or entities applying or receiving public benefits from the City of Santa
Monica shall provide the names of trustees, directors, partners, and officers, and names
of persons with more than a 10% equity, participation or revenue interest. An exception
exists for persons serving in those capacities as volunteers, without compensation, for
organizations exempt from income taxes under Section 501(c)(3), (4), or (6), of the
Internal Revenue Code. However, this exception does not apply if the organization is a
political committee or controls political committees. Examples of a “public benefit” include
public contracts to provide goods or services worth more than $25,000 or a land use
approval worth more than $25,000 over a 12-month period.

FIRST MODIFICATION OF AGREEMENT NO. 10613 (CCS)
This First Modification of Agreement Number 10613 (CCS) (“First Modification”),
entered into as of _________________(“Execution Date”), by and between the City
of Santa Monica, a municipal corporation (“City”), and Vertech Industrial Systems,
LLC (“Consultant”) is made with reference to the following:
RECITALS
A. On or about May 1, 2018, the City and Consultant entered into Agreement
Number 10613 (CCS) for Supervisory Control & Data Acquisition (SCADA) in-
tegration with the Water Resources Division (“Original Agreement”).
B. The City and Consultant desire to modify the Original Agreement to increase the
contract price by the contingency amount to pay for services not yet completed.
TERMS AND CONDITIONS
Now, therefore, the undersigned parties do hereby mutually agree to modify the Orig-
inal Agreement as follows:
1. Section 2 of the Original Agreement entitled “Vertech Services” shall be modified
by adding the following paragraph:
Additional Services. Consultant will perform all of the additional ser-
vices (“Additional Services”) described in Exhibit A-1, Scope of Ser-
vices. Consultant will complete the Additional Services in accordance
with Exhibit B-1, Budget.
2. Section 5 of the Original Agreement entitled “Compensation” shall be modified
by adding the following paragraph:
Compensation. The City will compensate Consultant for the Addi-
tional Services in an amount not to exceed $50,977, as set forth in Ex-
hibit B-1. The total contract price for services pursuant to the Original
Agreement and this First Modification shall not exceed $560,750.
3. Exhibit A-1 and Exhibit B-1 are attached hereto and incorporated herein by this
reference.

4. Except as expressly modified by this First Modification, all other terms and condi-
tions of the Original Agreement shall be and remain in full force and effect.
5. Counterparts. This Agreement and all amendments and supplements to it may be
executed in counterparts, and all counterparts together shall be construed as one
document. Counterparts hereof that are transmitted by facsimile or electronic
transmission shall be given identical legal effect as an original.
