SR 08-23-2022 5A City Council Report City Council Meeting: August 23, 2022 Agenda Item: 5.A 1 of 5 To: Mayor and City Council From: Rick Valte, Public Works Director, Public Works, Engineering and Street Services Subject: Award Construction Contract for FY22-23 Annual Paving Project Recommended Action Staff recommends that the City Council: 1. Award Bid #SP2650 to PALP, Inc. dba Excel Paving Company for construction services for the FY22-23 Annual Paving Project for the Public Works Department; 2. Authorize the City Manager to negotiate and execute a contract with PALP, Inc. dba Excel Paving Company in an amount not to exceed $10,093,378 (including a 10% contingency); and 3. Authorize the Director of Public Works to issue any necessary change orders to complete additional work within contract authority. Summary The FY22-23 Annual Paving Project (Project) would repair and rehabilitate approximately 3.4 centerline miles of the City’s streets and repair sidewalks in Downtown Santa Monica. The Project would include asphalt concrete paving, dig-outs at severely cracked locations, traffic signing and striping improvements, and concrete repairs to sidewalks, curbs, and gutters. The project also includes additional signing and striping improvements at various locations that further the goals of different mobility initiatives such as Vision Zero, the Wilshire Safety Study, Pedestrian Action Plan, and Bike Action Plan Amendment. Staff recommends PALP, Inc. dba Excel Paving Company to provide construction services in an amount not to exceed $10,093,378 (including a 10% contingency). 5.A Packet Pg. 18 2 of 5 Discussion Street Paving Improvements The Project would repave and install signing and striping improvements on Wilshire Boulevard from Ocean Avenue to Centinela Avenue and on Ocean Avenue from Palisades Avenue to Colorado Avenue. The Project would grind and overlay the asphalt concrete roadway. Severely deteriorated pavement would be removed and replaced by a new structural section before repaving. After repaving, new signing and striping improvements would be installed to meet current City standards. Downtown Sidewalk Repairs The Project would repair concrete sidewalks, curbs, and gutters in Downtown Santa Monica that were identified in the annual sidewalk inspection performed by the Engineering & Street Services Division of Public Works. In addition, concrete curb ramps would be removed and replaced at five locations. Signing and Striping Improvements The Department of Transportation is aligning priority signing and striping improvements to coincide with the repaving work to take advantage of efficiencies and cost savings associated with a larger project, and to minimize the impacts to traffic and the community. In addition to the implementation of Phase 1 improvements identified in the Wilshire Safety Study and adjustments to Ocean Ave to maximize safety and efficiency for all users, the Project would install signing and striping improvements at various locations throughout the City. The following signing and striping improvements would be included in the project: • Phase 1 of Wilshire Boulevard safety improvements from Ocean Avenue to Centinela Avenue • Ocean Avenue striping adjustments from Palisades Avenue to Colorado Avenue • Olympic Drive striping refresh from Main Street to Avenida Mazatlán • Crosswalk Renewals at: 5.A Packet Pg. 19 3 of 5 o Colorado Avenue between 20th Street and 26th Street o Lincoln Boulevard at Hill Street o Main Street at Hollister Avenue and Kinney Street o Montana Avenue at 2nd Street and 3rd Street o Ocean Park Boulevard at 2nd Street and 3rd Street o Santa Monica Boulevard at Euclid Street, 15th Street, 18th Street, and Princeton Street • Vision Zero priority intersection safety improvements at: o Ocean Park Boulevard and Lincoln Boulevard o Olympic Boulevard and 14th Street • Protected Bike Lane adjustments on Broadway from 15th Court to 20th Street • Caltrans Bridge Overcrossings striping refresh at Lincoln Boulevard, 11th Street and Cloverfield Boulevard • Roundabout modernization and safety enhancements at: o Michigan Avenue and 9th, 10th, 12th, and Euclid Streets o Washington Blvd and 26th Street o 4th Street and Strand Street Vendor Selection Bidder Recommendation Best Bidder PALP, Inc. dba Excel Paving Company Evaluation Criteria Price; the ability, capacity, and skill of the bidder to perform the services; the capacity of the bidder to perform the contract within the time specified; the sufficiency of the bidder’s financial resources; the reputation and experience of the bidder. Public Outreach Construction is expected to begin in fall 2022 and last for eight to ten months. Prior to and during construction, City staff and the contractor would distribute notifications to adjacent properties detailing the project scope, construction schedule, and potential impacts. Periodic updates would be provided, as necessary. Social media would be utilized to notify the public about general construction updates. Mobility Division Staff would conduct broader direct and digital community engagement to highlight the Wilshire Safety Improvements that would include email blasts, targeted social media, project site postings along the corridor, blog posts, and completion celebrations. Financial Impacts and Budget Actions Staff seeks authority to approve funding from the Special Revenue Source, Gas Tax, Local Return, Water, Wastewater, and General Funds to award a contract with PALP, Inc. dba Excel Paving Company to provide construction services for the FY22-23 Annual Paving Project. Award of the agreement would require a new budget appropriation of $2,572,283 from the available restricted Transportation Impact Fee (TIF) Fund balance. The TIF and Crosswalk Renewal CIP funds would be used to fund signing and striping improvements that are beyond the scope of the Annual Paving project. TIF funds are programmed during the planning phase of a project and the construction phase of projects is typically two to three years later. Staff anticipated higher costs due to inflation in the construction sector and reserved TIF fund balance in case bids came in higher than initial estimates. This appropriation will be from the TIF Fund restricted reserve.
