Recommended Action
Staff recommends that the City Council, by Motion, receive and file the Fair Political
Practices Commission 2022 Local Agency Biennial Notice advising that the city’s
Conflict of Interest Code is currently under review.
Executive Summary
The Political Reform Act requires all local agencies to file a biennial notice to the City
Council by October 1, 2022, advising whether any amendments to the City’s Conflict of
Interest Code are necessary. The code is currently under review, and we believe
amendments likely will be necessary. Following the receipt and filing of the 2022
Biennial Notice, staff will provide sufficient notice of the revisions and present the
revised code to Council for approval within 90 days, as required.
Financial Impacts and Budget Actions
There is no immediate financial impact or budget action necessary as a result of the
recommended actions.

Accurate disclosure is essential to monitor whether officials have conflicts of interest and to
help ensure public trust in government. The biennial review examines current programs to
ensure that the agency’s code includes disclosure by those agency officials who make or
participate in making governmental decisions.
This agency has reviewed its conflict of interest code and has determined that (check one BOX):

decisions. The disclosure assigned to those positions accurately requires that all investments, business
positions, interests in real property, and sources of income that may foreseeably be affected materially by the
decisions made by those holding designated positions are reported. The code includes all other provisions
required by Government Code Section 87302.
