Subject: Award Network Operation Center and Application Monitoring Contract
Recommended Action
Staff recommends that the City Council:
1. Award RFP # 319-A to Mosaic451, LLC for 24x7 Network Operation Center and
Application Monitoring for City IT infrastructure operations.
2. Authorize the City Manager to negotiate and execute an agreement with
Mosaic451, LLC, in an amount not to exceed $2,010,000 (including 5%
contingency) for five (5) years, with one additional five (5)-year renewal option in
the amount of $2,345,000, on the same terms and conditions, for a total amount
not to exceed $4,355,000 over a ten-year period, with future year funding
contingent on Council budget approval.
Summary
The Information Services Department (ISD) manages the technology infrastructure,
systems and services for all City operations as well as provides network services and
data communications to local businesses through the Community Broadband Division
(CBD) via CityNet. To ensure secure and reliable network operations for the City and
CityNet external customers, the City established a Network Operations Center (NOC)
for CBD in 2012 to provide customer service response, 24x7 monitoring, and immediate
troubleshooting of network issues. Limited NOC services for the City was contracted in
2019 for citywide critical infrastructure. Due to the 24-hour operational demands of
technology support required, the City does not have the resources to provide these
services in-house. Staff issued an RFP in May 2022 for NOC services for both CBD
and Citywide and recommends the incumbent Mosaic451, LLC, who currently operates

the CBD NOC, for a new 5-year contract not to exceed $2.010 million. CBD customers
pay 100% of their NOC cost as part of their service fees. Citywide services will be
funded by the General Fund and various Enterprise funds. This contract has a
renewable option for 5 additional years, as the City will have the right to extend each
additional year on an annual basis.
Discussion
The Community Broadband Division (via CityNet) provides network services and data
communications to the City’s wireless carriers, entertainment and digital media
businesses, hospitals, and to affordable housing residents participating in the City’s
Digital Inclusion program. Local Santa Monica businesses execute service agreements
with the City of Santa Monica to purchase CityNet broadband and network services,
best in class customer service, industry standard 24x7 network monitoring, and
immediate troubleshooting in the event of a network incident. CityNet business and
residential customers rely on the City to provide industry standard 24x7 network
monitoring, immediate response for required troubleshooting, and the execution of
preventative maintenance measures to protect the CityNet network. Additionally, ISD
provides 24x7 information technology infrastructure, networking, and application support
for City operations including Santa Monica Police, Fire, Public Works Departments, and
the Office of Emergency Management.
Staff recommends continuing with 24x7 NOC services for CBD and adding City
infrastructure with expert level support, recognized as the appropriate level of response
to high impact events and cyberattacks such as a Distributed Denial of Service Attack to
provide enhanced security and reliability to critical City infrastructure. These NOC
services will assist City staff with network monitoring, troubleshooting, and incident
resolution on a 24x7 basis including holidays. Staff is also seeking contract authority to
implement application monitoring for CBD with the potential to expand this service to all
City infrastructure in future years. Application monitoring will provide increased
monitoring and security measures to prevent potential cyberattacks on City
infrastructure. Application monitoring will be implemented by CBD in year 1 of this

contract. Application monitoring will not be implemented in year 1 of this contract
Citywide, but will be considered and potentially added in year 2 and beyond.
Staff recommends executing an agreement with Mosaic451, LLC, to provide 24x7 NOC
services and application monitoring services in an amount not to exceed $2,010,000 for
five years, with one additional five (5)-year renewal option, for a total not to exceed
amount of $4,355,000 over a ten-year period.
NOC services and application monitoring will be funded from CityNet business customer
revenues for services specifically related to CityNet, the General Fund and various
Enterprise Funds will support these services for any IT infrastructure specifically related
to internal City operations. Any shared use IT infrastructure will be proportionally
funded by both the Community Broadband Fund and General and Enterprise funds.
Pursuant to the City’s comprehensive review and analysis of City services and
operations contracted out to vendors, as reported to City Council on January 13, 2015,
Mosaic451, LLC was previously approved by City Council for 24x7 NOC services due to
the effective workforce flexibility which scales in accordance with the frequency and
severity of simultaneous network incidents in real time.

Justification to Award
Staff recommends Mosaic451, LLC as the best qualified person or firm to provide for
24x7 NOC and application monitoring services based on the firm’s qualified personnel
with experience in network and server infrastructure, application performance
monitoring, and cybersecurity operations. In addition, Mosaic451, LLC provides NOC
and application monitoring services to private firms and public agencies, including the
Department of Energy, San Francisco International Airport, State of Arizona Department
of Transportation, and GlaxoSmithKline pharmaceutical company.
Financial Impacts and Budget Actions
Staff seeks authority to approve funding from the Community Broadband Fund and the
Information Technology Replacement and Services Fund to award a contract with
Mosaic451, LLC for 24x7 NOC and application monitoring. The proposed five-year
renewal option includes a 1.5% inflation escalator for each year for the 5 Year Renewal
Term for a total not to exceed of $4,355,000. Future funding is contingent on Council
budget approval.
