SR 09-27-2022 5F City Council Report City Council Meeting: September 27, 2022 Agenda Item: 5.F 1 of 3 To: Mayor and City Council From: Lori Gentles, Chief People Officer, Human Resources Department Lori Gentles, Chief People Officer, Human Resources Department Subject: Adoption of Salary Resolution Recommended Action Staff recommends that the City Council adopt the attached Salary Resolution to establish a title change for an existing job classification and salary rates for various job classifications described herein. Summary On June 28, 2022, the second year of the FY 2021-23 biennial budget was adopted. Included in the budget was the establishment of salaries for new classifications being added to the budget as well as existing classifications. Subsequent to adoption of the budget, it was determined that a title change to a newly added classification was required to better distinguish such classification in the classification plan. Additionally, staff identified several classifications whose hourly rates should be adjusted and aligned to both the local Minimum or Living wages. Discussion As part of the second year of the FY 2021-23 biennial budget adoption, Council approved the deletion of Public Information Coordinator and the addition of Public Information Manager, which is a new classification. Following budget adoption, staff learned that the Public Information Manager title was duplicative of an existing title within the Rent Control Department. Consequently, staff recommends a title change of Public Information Manager to Communication and Public Information Manager. There 5.F Packet Pg. 144 2 of 3 is no change to the current salary; therefore, there is no budget impact associated with this change. Staff is also recommending an increase to the hourly rates of three classifications to the local Minimum Wage. Santa Monica’s local ordinance requires that City of Santa Monica employers must comply with the Minimum Wage. While the City as a government employer is not subject to this ordinance, Council has historically approved the recommendation to increase the wages for City job classifications that are below the local Minimum Wage. The hourly rate increases each year according to the annual Consumer Price Index (CPI) each July 1, and the hourly rate is currently $15.96 effective July 1, 2022. The impacted classifications are Junior Pool Lifeguard, Student Worker, and Video Student Intern. These classifications are identified for student employees and are unrepresented. Similarly, the Living Wage Ordinance applies to City vendors and sets a minimum wage for their employees. The Living Wage is currently $18.17 per hour and like the Minimum Wage, is adjusted each July 1 based on the previous year’s change (January to January) in CPI. Staff has identified additional classifications that are represented by a bargaining unit whose salaries have fallen below the City’s local living wage and which were not included in the salary resolution presented to Council on June 28, 2022. The two classifications impacted are Recycling Assistant and Trades Intern. Staff is recommending an equity increase to the classification of Motor Coach Operator Trainee. The Motor Coach Operator classification recently received a 7% increase and staff is seeking a commensurate increase which will also assist in the City’s ongoing recruitment issues. The proposed resolution also establishes the classification title and associated salary of Firefighter - Prevention (Lateral Transfer). This “classification” is the equivalent to Firefighter – Prevention with regard to assigned duties but accounts for the different manner in which employees are recruited into the classification. The fiscal impact on salaries for the classifications identified in this report will be absorbed within existing budgets. Future year funding is contingent on Council budget approval.
