Subject: Approval of First Modification to Alta Planning and Design Professional
Services Agreement for Program Services for the Active Aging-Safe Routes
for Seniors Project
Recommended Action
Staff recommends that the City Council authorize the City Manager to negotiate and
execute a first modification to Professional Services Agreement (PSA) #10949 (CCS)
with Alta Planning and Design for the continuation of Program Services for the Active
Aging-Safe Routes for Seniors Project for the Department of Transportation. This will
result in a one-year amended agreement with a new total amount not to exceed
$378,127, with future year funding contingent on Council budget approval.
Summary
Santa Monica’s Department of Transportation (DOT) is undertaking the Active Aging-
Safe Routes for Seniors program, a grant-funded program to evaluate activities to
increase the mobility of older adults. The program was delayed by the pandemic as
public health officials started to limit public gatherings and, since the program required
interaction with the senior community, it was delayed until restrictions were lifted. This
unplanned delay necessitated extending the term of this agreement. The total cost of
the contract remains unchanged.
Discussion
The Active Aging-Safe Routes for Seniors program is an implementation effort based on
community input received in the process of creating the Santa Monica Pedestrian Action
Plan adopted in 2016. Community members identified the need for increased senior
mobility to support aging in place. This pilot program seeks to meaningfully impact the

active transportation needs and preferences of older adults, a demographic group that
is growing in Santa Monica and the nation. The program pilots activities designed to
increase walking, biking, and roadway safety for older adults, including community-
based events, active outings, seminars, and marketing approaches. Subsequently,
these efforts will be evaluated to determine their ability to educate, encourage, and
support older adults in safely using active transportation for daily needs.
The effort was originally launched just prior to the pandemic and it was determined by
health experts that, as the virus impacts seniors at higher rates, seniors should limit
public gatherings, and the planned program activities were prohibited. The City program
was delayed until it was safe to resume, necessitating additional time to complete the
project. The City has resumed in-person activities and now anticipates completing the
pilot program activities by November 2023.
Vendor/Consultant Selection
The services of Alta Planning and Design were procured through an RFP process in
2019. Staff reviewed proposals and qualifications from the five consultant teams. The
vendor responses were reviewed by a selection panel from the Mobility and Human
Services divisions. The selection panel ranked Alta Planning and Design as the best-
qualified bidder based on their knowledge and experience working with senior citizens,
expertise of key staff on the project team, detailed approach and budget for project
implementation, and program development expertise.

Financial Impacts and Budget Actions
Staff seeks authority to approve funding from the Miscellaneous Grants and Local
Return funds to extend the term of contract 10949 with Alta Planning and Design in
order to expend the remaining $378,127 for the Active Aging-Safe Routes for Seniors
Project. Future year funding is contingent on Council budget approval.

AND OTHERS SEEKING DISCRETIONARY PERMITS,CONTRACTS,
OR OTHER BENEFITS FROM THE CITY OF SANTA MONICA
Santa Monica s voters adopted a City Charter amendment commonly known as
the Oaks Initiative. The Oaks Initiative requires the City to provide this notice and
information about the Initiative s requirements.You may obtain a full copy of the Initiative s
text from the City Clerk.
This information is required by City Charter Article XXII Taxpayer Protection.It
prohibits a public official from receiving,and a person or entity from conferring,specified
personal benefits or campaign advantages from a person or entity after the official votes,
or otherwise takes official action,to award a public benefit to that person or entity.The
prohibition applies within and outside of the geographical boundaries of Santa Monica.
All persons or entities applying or receiving public benefits from the City of Santa
Monica shall provide the names of trustees,directors,partners,and officers,and names
of persons with more than a 10% equity, participation or revenue interest.An exception
exists for persons serving in those capacities as volunteers, without compensation, for
organizations exempt from income taxes under Section 501(c)(3),(4),or (6),of the
Internal Revenue Code. However,this exception does not apply if the organization is a
political committee or controls political committees.Examples of a public benefit include
public contracts to provide goods or services worth more than $25,000 or a land use
approval worth more than $25,000 over a 12-month period.
