SR 09-14-2021 13F 13.F September 14, 2021 Council Meeting: September 14, 2021 Santa Monica, California 1 of 1 CITY CLERK’S OFFICE - MEMORANDUM To: Mayor and City Council From: Denise Anderson-Warren, City Clerk, Records & Elections Services Department Date: September 14, 2021 13.F Request of Councilmember Brock that Council direct the City Manager to have staff explore measures to calm traffic, reduce accidents, and reduce speeding on Neilson Way and Barnard Way, which measures may include the use of “speed humps” similar to the traffic calming measure the City of Los Angeles is now using on Pacific Avenue, directly south of Neilson Way. This request is presented based on over 150 residents of the immediate neighborhood having signed a petition requesting the urgent study of any and all measures that will lead to a reduction in noise pollution and an enhancement of traffic and pedestrian safety on both of these streets. 13.F Packet Pg. 259 1 Vernice Hankins From:Mike Bigelow <mike.bigelow@mac.com> Sent:Friday, September 10, 2021 9:51 AM To:councilmtgitems Subject:Speed Humps on Neilson and Barnard, Council Agenda Item F EXTERNAL    Dear Council,    We heartily support the implementation of speed humps on Neilson Way to reduce the chronic speeding problem.  It  has become a very unsafe road, particularly for us when we try to turn onto it from our street, Fraser Avenue.      Thank you.    Mike and Cynthia Bigelow  139 Fraser Ave.  Santa Monica  90405  Item 13.F 09/14/21 1 of 35 Item 13.F 09/14/21 13.F.a Packet Pg. 260 Attachment: Written Comments (4757 : Traffic calming on Neilson and Barnard Way) 2 Vernice Hankins From:Hilary Hoffman <hihoff16@gmail.com> Sent:Friday, September 10, 2021 3:53 AM To:councilmtgitems Subject:Reference speed bumps on Neilson and Barnard, Council Agenda Item F. Motorists exit the 10 freeway at 4th street and continue on to Venice and Marina del Rey through our neighborhood, rather than staying on the 405 all the way to the 90 freeway for the next place to access the beach communities. Any policy the adds to traffic or speeding through our residential neighborhoods (like closing Main Street to all traffic on weekends) is not in the best interest of residents of Ocean Park. After a fatal hit & run on 03.15.2019 https://bit.ly/3z79cay over 525 residents of 2nd & 3rd Street between Ocean Park Blvd and Marine signed a petition urging the city to take measures to reduce and slow the speed of traffic. Here is the link to that petition: https://bit.ly/3k4UfS3 The proposals we made: Installing rubber speed cushions, which will prevent speeding but not impede emergency vehicles. Painting Green Bike Lanes - to educate motorists these streets are shared with others. Lowering the speed limit. Making our streets “local access only” to avoid traffic being directed through our neighborhood by apps such as WAZE. Reconfiguring the corner at 4th and Hill Street so that cars have to fully stop before ramping & speeding down Hill Street towards Main Street. Installing pedestrian-controlled flashing lights at the cross-walk on Ocean Park Boulevard at 3rd Street. Please take a holistic approach to any traffic study and realize how it's all connected, flowing from the 10 freeway through our neighborhood, whether it be 4th street, 3rd street, 2nd street, Main street or Neilson way. Protect our residential neighborhood from speeding and traffic. My house is on Fraser Avenue. Its in-between Barnard and Neilson. It would be so very helpful to have traffic smoothing bumps, to bring a more harmonious and safe speed to the traffic on the two streets. Safety is a big issue on these streets. Drivers often accelerate needlessly along them , driving at excessive speeds , to try and just make it to the next stop light, wasting gas and endangering those nearby. To save fuel , and bring a safer and less noisy street, please do the studies needed to add traffic smoothing bumps to Barnard, and Neilson Way. It might be possible to use traffic monitoring electronic equipment to gauge speed along them, in a scientific manner. Traffic control experts could be engaged to provide the best solutions to this high speed zone. Bumps are a good option. I would like to see them implemented. I live at the corner of Wadsworth and Neilson Way.  I add to everyone’s concerns but want to add my own.    I have tried to walk from my corner to Hollister or Ocean Park along Neilson Way for many years.  It is TERRIFYING.  The  sidewalk on the west side of Neilson is very narrow, and there is no place to jump out of harm’s way if a speeding car  goes onto the sidewalk.  As a result I, as well as many neighbors and their children, detour out of our way and walk  towards the beach and around  to avoid Neilson.  This adds time to a short walk and should be totally unnecessary.    I understand that the speed limit is 35 mph on Neilson.  It is never enforced.  I have called the police department many  times.  My guess is that the majority of cars and motorcycles are going 50 to 60 mph.    I enthusiastically support speed bumps or humps along Neilson.  If the city of Los Angeles can do it on Pacific, why not  Santa Monica?    Thank you,  Katherine Mader  162 Wadsworth Avenue I asked Council member Brock to please implement speed humps on Neilson Way. After living on Neilson Way for  decades, the street has become Indianapolis Neilson Way. Over the years, I have called 911, on multiple crashes as cars   A couple of months ago, I went to the Sunday Farmers Market and noticed the fencing on Hill and a quarter of the block  on Neilson Way was taken out. A month ago on Neilson Way just past The Shores driveway on Ashland, a six car crash. I  went downstairs and counted the cars. I walk on Neilson Way on a regular basis. Neilson Way has become a unsafe  thoroughfare.     I had told Council member Brock that just South of us on Pacific and Rose, there are speed bumps. He was concerned for The Ocean Park Association asks you to support Item 13‐F by voting yes. We support the effort  investigating all solutions to the noise and safety issues on our streets. A holistic approach to  Ocean Park is what we encourage you to adopt. Our major concerns are from 4th Street to Ocean  Way as these streets are vital arteries in Ocean Park.  Nielsen Way, Ocean Way and Barnard Way are considered by almost all residents to be unsafe,  especially for those who walk, cycle or skate. High speeds, distracted drivers and narrow sidewalks viable options for traffic calming. We fear that “just speed humps” will not solve the issues we  face in Ocean Park. Councilmembers,  I am writing to ask for action on calming traffic on Neilson and Barnard Ways. I live in the beach tract between Neilson Way and Barnard. These residential streets have become locations of high speed and reckless driving including running red lights, cutting off pedestrians attempting to cross at an intersection and continuous loud noise from revving motors and screeching stops. The recent closure of Main Street on summer weekends with traffic diverted to Neilson Way at has exerbated the danger. For example, during the last Main Street closure, there was a Sunday afternoon collision at Neilson and Ocean Park that destroyed two palm trees in the median on Ocean Park west of Neilson Way. Fortunately, no one was seriously injured — this time. The city of Los Angeles has installed speed bumps between Rose and Brooks on their section on Neilson (Pacific) in the past year to calm speeding and protect nearby residents. I urge you to direct city staff to investigate ways to calm traffic along our residential sections of Neilson and Barnard between Bicknell and Marine Streets and take action before anyone is killed or maimed.
