13.I Request of Councilmembers Brock and Parra that, to enhance
Latino/Hispanic heritage month and resident/family-focused programming
on the Santa Monica Pier, Council direct staff to: (1) waive fees associated
with the partial use of the parking lot on the Santa Monica Pier to support
the annual Santa Monica Classic Car Show on the Santa Monica Pier
scheduled for September 11, 2021 from 9-5 pm presented by the Pico Youth
and Family Center; and (2) allocate up to $5,000 of Council discretionary
funds to reimburse the Pico Youth and Family Center for documented
expenditures to support sound, entertainment, and promotional materials
for this event that will be free and open to the public.

I find it very troubling that two council members are recommending giving public funds to another council members
organizations Mr. de la Torre is behind both the car show and the Pico Youth Club. The Pico Youth Club has received
public funds before, but has consistently failed to provide audits as to where the money has gone. It is so rich to even
state “for documented expenditures”. Our city is broke and has significant social issues. I fail to see how we can afford to
waive fees. With the delta strain ravaging our community, having a car show at the beach seems irresponsible. Have it in
the Pico community like you used to.
I hope the council rejects these blatant misuse of public funds and the tremendous conflict of interest this
represents. These are public funds and not for use to hand out to individual council members. What will these two ask
for in return? This sounds like a good area for the newspapers to investigate.
