Subject: Agreement for Service as Interim City Manager -- Recommendation that the
City Council approve the agreement with Bijan K. (John) Jalili for his services
as Interim City Manager
Recommended Action
Staff recommends that Council (1) approve the agreement with Bijan K. (John)
Jalili for his services as Interim City Manager and (2) authorize the Mayor to sign
the agreement on behalf of the City.
Discussion
On June 5, 2021, Council appointed Bijan K. (John) Jalili to serve as Interim
City Manager commencing on June 25, 2021, following the departure of Lane
Dilg and continuing until the completion of the pending recruitment for a
permanent City Manager. As a retired annuitant, Mr. Jalili’s employment in this
position is subject to the requirements of Government Code Section 21221(h).
In accordance with these requirements, an agreement has been reached for
Mr. Jalili’s employment in this position. Under the terms of the agreement, Mr.
Jalili’s hourly rate will be $133.81 (which equates to an annual salary of
$278,332). As a retired annuitant, as required by California law, he will receive
no additional benefits. Because he will be serving as a “local agency
executive” as defined in Government Code Section 3511.1(d), California law
requires that Mr. Jalili’s pay be approved at a regular meeting, with an oral
summary provided before final action is taken. See Government Code
Sections 54953(c)(3), 54956(b).
Fiscal Impacts
Salary and benefits for the City Manager position and salary for the Interim City
Manager position are included in the FY 2020-21 and FY 2021-22 budgets.
