Subject: Adoption of Resolution Authorizing Renewal of General Services Agreement
with the County of Los Angeles
Recommended Action
Staff recommends that the City Council adopt the attached resolution to authorize the
Mayor to execute a General Services Agreement (GSA) with the County of Los Angeles
for a five-year period through June 30, 2026, covering a variety of services such as
street maintenance and engineering, and emergency and health services.
Summary
Since 1986, the City has continuously entered into five-year umbrella General Services
Agreements (GSA) with Los Angeles County, under which the County is available to
provide services requested by the City on an as-needed basis. Many cities have
executed GSAs with the County. The GSA is general in nature, covering basic
governmental services. Any specialized services would require a separate agreement.
Discussion
The City first entered into a five-year GSA with Los Angeles County in 1986 and has
renewed such an agreement every five years since that time. The City Council last
approved a five-year GSA with the County on March 22, 2016.
The City regularly requires services from County agencies. These services, which may
include street maintenance, animal control, tract map checking, health services,
engineering, and emergency services, are provided under an umbrella agreement
between the County and the City that allows the City to augment its services. Such
agreements have been executed in prior years to allow the City to engage County
services quickly when needed. The current GSA with Los Angeles County will expire on
June 30, 2021. The GSA is general in nature and provides authority for the County to

provide requested services, specifies the method by which the City requests and pays
for a service, and provides for annual adjustment rates. The proposed General Services
Agreement does not cover specific services for which the City and County have
negotiated separate agreements, such as for lifeguard services.
In the past, the City has not made extensive use of County services. The City is under
no obligation to make use of County services unless and until it reviews and agrees to
the rates charged by the County at the time services are requested. The County
Auditor-Controller determines the costs of individual services annually. Rates charged in
past years were reasonable.

Financial Impacts and Budget Actions
There is no immediate financial impact or budget action necessary as a result of the
recommended action. Departments which use County services would charge the costs
to already budgeted accounts. Staff will return to Council if specific budget actions are
required in the future.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA AUTHORIZING A FIVE-YEAR RENEWAL OF THE
CITY’S EXISTING GENERAL SERVICES AGREEMENT WITH THE COUNTY OF LOS
ANGELES
WHEREAS, effective June 1, 2016, the City of Santa Monica entered into a
General Services Agreement with the County of Los Angeles, under which the
County, on an as-needed basis at the City’s request and with the City’s agreement,
performs certain services for the City; and
WHEREAS, General Service Agreements have been executed by the County
with most cities within the County; and
WHEREAS, the General Services Agreement is general in nature and simply
authorizes the County to provide services requested by the City; services provided
under the General Services Agreement consist of “as-needed” time-limited services
such as predatory animal control, direct assessment collection, and a variety of
public works services (as negotiated directly with County Departments); and
WHEREAS, the existing General Services Agreement between the City and
the County will expire on June 30, 2021; and
WHEREAS, to ensure continuation of any services the City is currently
receiving, and to provide the City the ability to add or augment services in the
future, the City desires to renew the existing General Services Agreement for a five-
year period, commencing on July 1, 2021 through June 30, 2026; and

WHEREAS, the County has advised that the renewed General Services
Agreement must be approved by the Council and signed by the Mayor.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The Recitals, above, are incorporated herein by this reference.
SECTION 2. The renewal of the existing General Services Agreement for a five-
year period, commencing July 1, 2021 through June 30, 2026, is hereby authorized.
SECTION 3. The Mayor is authorized to execute all documents necessary to
implement the authorized renewal of the existing General Services Agreement for a
five-year period, commencing July 1, 2021 through June 30, 2026.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution of
the City Council, and thenceforth and thereafter the same shall be in full force and
effect.
