Subject: Award Construction Contract for 17th Street/SMC/Expo Bike Path Connection
Project
Recommended Action
Staff recommends that the City Council:
1. Award Bid #SP2484 to Access Pacific, Inc. for construction services for the 17th
Street/SMC/Expo Bike Path Connection Project for the Public Works
Department;
2. Authorize the City Manager to negotiate and execute a contract with Access
Pacific, Inc. in an amount not to exceed $6,469,983 (including a 15%
contingency);
3. Authorize the Director of Public Works to issue any necessary change orders to
complete additional work within contract authority;
4. Award Request for Proposals (RFP) #SP2484 to Psomas to provide construction
management and observation services for the 17th Street/SMC/Expo Bike Path
Connection Project;
5. Authorize the City Manager to negotiate and execute a contract with Psomas in
an amount not to exceed $709,170 (including a 10% contingency); and
6. Authorize the Director of Public Works to issue any necessary modifications to
complete additional work within contract authority.
Summary
The 17th Street/SMC/Expo Bike Path Connection Project (Project) would create an
enhanced safe walking and biking connection for residents to enjoy as they travel to
parks, transit stops, and areas within the Pico and Mid-City neighborhoods. The Project
would renew the 17th Street corridor from Wilshire Boulevard to Pico Boulevard with
new pedestrian lighting, curb extensions, curb ramps, enhanced signing and striping,
and a protected bikeway. The Michigan Avenue Neighborhood Greenway (MANGo)
east-west extension along Michigan Avenue from 14th Street to 18th Street would
include traffic calming measures such as new curb extensions, small-scale traffic
circles, signing, and striping. The Project would help achieve the Mobility Strategic

Goal of increasing walking, biking, and transit use, and contribute to Vision Zero efforts
to eliminate pedestrian fatalities and reduce the severity of collisions. Staff
recommends Access Pacific, Inc. to provide construction services and Psomas to
provide construction management and observation services for the Project. The Project
would be 98% funded by grants and transportation impact fees.
Discussion
The 17th Street/SMC/Expo Bike Path Connection Project is the outcome of an
extensive planning effort that included community meetings and outreach opportunities
to obtain feedback from residents on the proposed pedestrian and cyclist
enhancements along 17th Street (Attachment A). The goal of the Project is to create a
street that works better for residents and provides comfortable and inviting pathways
that are secure for all users. The Project is composed of three major elements –
protected bikeway, pedestrian improvements, and MANGo extension – and includes
the repaving of 17th Street within the project limits, all of which would create a complete
and multi-modal street that facilitates usage by people of different ages and abilities.
Protected Bikeway
Existing Class III bike lanes would be upgraded to Class IV protected bike lanes that
would extend a total of 1.1 miles from Wilshire Boulevard to Pico Boulevard. Class III
bike lanes provide shared use with vehicular traffic on lower volume roadways,
whereas Class IV bike lanes constitute a physically separated and protected bikeway
interface between vehicular and bike traffic which would also include new signage,
green roadway markings, traffic signal modifications with bike detection features, and
geometric design of the protected infrastructure.
The Project would introduce protected intersections to 17th Street. Shown conceptually
in Figure 1, protected intersections are traffic signal-controlled intersections where busy
bikeway corridors intersect. Attachment A provides additional details about protected
intersections, which will be installed at the intersections of Arizona Avenue and
Broadway along 17th Street. The protected intersection will extend the level of
protection for people through the intersection, creating a barrier between turning

vehicles and bicycles. The design is similar to that recently installed at the intersection
of Ocean Avenue and California Avenue, but has been engineered using raised
concrete curbs in place of flexible posts to add protection for pedestrians and cyclists
and increase visibility between vehicles, pedestrians, and bicycles.

Pedestrian Improvements
The Project would install pedestrian scale lighting along 17th Street, curb extensions,
signing and striping upgrades, and curb ramp improvements for the length of 1.1 miles
between Wilshire Boulevard and Pico Boulevard.
MANGo Extension
The MANGo east-west central corridor connections along Michigan Avenue would be
extended from 14th Street to 18th Street and implement new curb extensions, small-
scale traffic circles, signing, and striping that would work with a planned future bike
connection over the 20th Street bridge.

Best Bidder Justification
Staff recommends Access Pacific, Inc., the lowest bidder, as the best bidder based on
bid price and completion of past projects for the City of Santa Monica, including the
North Beach Trail Improvements and Pedestrian Improvements at Four Schools
projects. Access Pacific, Inc. is also constructing ADA sidewalk improvements and
bikeway access improvements on two projects for Los Angeles County Department of
Public Works.
Vendor Selection – Construction Management and Observation Services
The firm selected to provide construction management and observation services for the
Project would be responsible for conducting weekly progress meetings, reviewing
contractor material submittals, coordinating Metro and Caltrans inspections, observing
the construction contractor’s work to ensure construction adheres to project design
plans and specifications, answering contractor questions in the field, verifying
contractor invoices, preparing documentation required for Caltrans grant funding,
preparing daily reports, capturing and maintaining progress photos, coordinating work
with various City departments, distributing construction notifications, and addressing
questions or concerns from the public. City staff does not have the capacity to inspect

and manage the construction of larger scale projects such as this one, which requires
full-time oversight.
Psomas was selected for construction management for this project from an approved
shortlist of pre-qualified construction management firms. The shortlist was created by
way of the Request for Qualifications (RFQ) process. Psomas submitted a proposal in
response to a RFP and was selected from the three proposals received.

Three firms submitted a proposal for construction management and observation
services. Based on the selection criteria set forth in SMMC 2.24.190, staff recommends
Psomas as the best qualified firm to provide construction management and observation
services based on its qualifications, price, and its directly related experience providing
similar services for municipal agencies.

Public Outreach
City staff and Psomas would distribute notifications during construction to adjacent
properties and surrounding neighborhoods regarding the scope and schedule of the
project and potential impacts and would provide periodic updates.
Past Council Actions

for 17th Street and Michigan Avenue project.
Financial Impacts and Budget Actions
Staff seeks authority to approve available capital improvement program funding from
the Local Return, Miscellaneous Grants, Special Revenue Source, and General Funds
to award contracts to Access Pacific, Inc. and Psomas to provide construction and
construction management and observation services, respectively, for the 17th
Street/SMC/Expo Bike Path Connection Project. The Project is 98% funded by Metro
federal grants, local return monies, transportation impact fees, and 2% by the General
Fund. Budget is now available in the FY 2020-21 CIP budget at the accounts below:
