SR 05-25-2021 3B City Council Report City Council Meeting: May 25, 2021 Agenda Item: 3.B 1 of 3 To: Mayor and City Council From: Rick Valte, Acting Public Works Director, Public Works, Water Resources Subject: Award Bid #4409 and enter into Agreement with Ian Webb dba Pearl Painting for Painting Services Recommended Action Staff recommends that the City Council: 1. Award Bid #4409 to Ian Webb dba Pearl Painting to provide specialized painting services for the Public Works Department; 2. Authorize the City Manager to negotiate and execute an agreement with Ian Webb dba Pearl Painting in an amount not to exceed $550,000 over five years with future year funding contingent on Council budget approval. Summary The Water Resources Division contracts for painting services to properly maintain various water and wastewater facilities in Santa Monica that serve over 93,000 residents and 2,700 commercial customers. These water treatment and wastewater infrastructure include reservoirs, booster pumps, emergency generator stations, air vents, piping, water meter vault covers, and approximately 1,400 fire hydrants. In February 2021, the City solicited bids for painting services to properly maintain these assets. After reviewing the seven bids received, staff recommends an award to Pearl Painting to provide facility painting services for a total amount not to exceed $550,000 over a five-year period. Discussion The City owns and maintains water and wastewater treatment facilities located in Santa Monica and West Los Angeles including the Arcadia Water Treatment Plant, Charnock Well Field, Moss Avenue Pumping Station (MAPS), Santa Monica Urban Runoff Recycling Facility (SMURRF), and various reservoirs, booster pumps and emergency generator stations. Structures are painted every ten years while fire hydrants are 3.B Packet Pg. 22 2 of 3 painted every two years or on an as-needed basis depending on observed conditions to prevent corrosion and deterioration, and to preserve the aesthetics of the City's infrastructure. Painting services are also required for new equipment installations. In some instances, such as with painting tanks, mechanical equipment, and piping, work will be conducted within a confined space, in subterranean or elevated locations, and/or within the vicinity of water treatment chemicals. The City contracts for this service because it requires confined space certification and specialized experience painting industrial water and wastewater facilities. A portion of painting costs for wastewater treatment facilities would be covered by the City of Los Angeles per existing maintenance agreements including 100% reimbursement for work completed at MAPS and 50% reimbursement for SMURRF. In February 2021, the City’s Water Resources Division issued Request for Bids #4409. Staff reviewed the seven bids received and recommend an award to Pearl Painting based on price and reputation. Water Resources seeks to establish a purchase order agreement in FY 2021-22 for $100,000, with four one-year renewal options with an increase of no more than 5% each year, for a total amount not to exceed $550,000. Pearl Painting is the incumbent provider of painting services for water and wastewater facilities and has provided excellent work product for the City in the past. Financial Impacts and Budget Actions Staff seeks authority to approve funding from the Water and Wastewater Funds to award a contract with Ian Webb dba Pearl Painting for facility painting services. Funds are included in the FY 2021-23 Proposed Biennial Budget. Future year funding is contingent on Council budget approval.
