Recommended Action
Staff recommends that the City Council adopt the attached resolution accepting and
approving Final Tract Map No. 67527 for a six-unit condominium project at 1319
Centinela Avenue.
Summary
This report transmits for City Council approval a final tract map for a six-unit
condominium project located at 1319 Centinela Avenue. A final tract map is required by
the Subdivision Map Act and must show that the conditions of the vesting tentative tract
map have been satisfied in order to convert the vesting tentative parcel map from a
conceptual approval by the Planning Commission into a legal subdivision of land
recorded with the Los Angeles County Recorder. A final tract map is required to be
approved prior to the issuance of a building permit. On October 18, 2006, the Planning
Commission approved the vesting tentative tract map. A timely filing of the final tract
map was made to the County or City prior to the Map’s expiration date. According to
Section 66452.6(d) of the Subdivision Map Act, once a timely filing is made to the
County or City, subsequent actions of the local agency, including, but not limited to,
processing, approving, and recording of a map, may lawfully occur after the map’s
expiration date. An atypical delay in processing of the final map occurred due to a filing
error by the applicant with the City, however, this delay does not invalidate the timely
filing with the County.

Discussion
A Vesting Tentative Tract Map application (06TM-019) was submitted to the City
Planning Division on July 12, 2006, to create 6 residential condominium air space
parcels on one land lot in the R2 Zoning District. After a public hearing and careful
review of the record and staff recommendations, the Planning Commission approved a
Tentative Tract Map for the above project on 1319 Centinela Avenue. The action of the
Planning Commission was based on its findings that the proposed subdivision will have
no significant environmental impact and is in conformance with all state and local laws
and regulations, and applicable General Plan Elements. The Final Map conforms to the
Tentative Map. As a vesting tentative tract map application, its associated approval
confers a vested right to proceed with development in substantial compliance with the
ordinances, policies, and standards in effect at the time the vesting map is deemed
complete by the City. In this case, the application was deemed complete on August 11,
2006, and therefore the development is subject to the development standards of the
2006 Version of Zoning ordinance (as amended) in effect at that time.
The developer will be required to show proof of payment of the condominium tax of
$6,000 prior to issuance of building permit. The Final Map has been approved by the
Los Angeles County Engineer’s office and certified by the City Engineer for
conformance with the Tentative Map and conditions thereon, the Subdivision Map Act
and local ordinances. The City Engineer’s office indicates that there are no required off-
site public improvements. The City Attorney's office has approved the Covenants,

Conditions and Restrictions for the Final Map as complying with the conditions of the
Tentative Map and applicable laws.
Financial Impacts and Budget Actions
There is no immediate financial impact or budget action necessary as a result of the
recommended action.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA ACCEPTING AND APPROVING
THE FINAL TRACT MAP FOR TRACT NO. 67527
TO SUBDIVIDE A PROPERTY AT 1319 CENTINELA AVENUE
WHEREAS, on October 18, 2006, the Santa Monica Planning Commission
approved a vesting tentative tract map to create six residential condominium air space
parcels on one land lot at 1319 Centinela Avenue; and
WHEREAS, a timely filing of a final tract map was made to the County of Los
Angeles prior to expiration of the vesting tentative tract map; and
WHEREAS, pursuant to Section 66452.6(d) of the Government Code, if a timely
filing of a final tract map is made to the City or County, then the City may process,
approve, and record a final parcel map after the expiration of the vesting tentative tract
map; and
WHEREAS, the final parcel map conforms to the vesting tentative parcel map; and
WHEREAS, the City Council finds that the proposed subdivision is consistent with
the applicable general and specific plans.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The Final Map for Tract No. 67527 in the City of Santa Monica is
hereby accepted and approved.
SECTION 2. The City Clerk is hereby authorized and directed to endorse upon
the face of said Map this order authenticated by the Seal of the City of Santa Monica.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
