13.F Request of Mayor Pro Tem McCowan and Councilmember Brock that
Council direct staff to: 1) Explore additional options under an emergency
ordinance to further ensure the safety of street vendors, their staff, patrons
and surrounding visitors of the Pier and Palisades Park, by implementing
enhanced safety protocols that include mandatory mask compliance and
social distancing of vendors, their staff, and patrons in line with County
public health requirements during all hours of operation; 2) Designate
$10,000 from Council’s discretionary fund to assist with immediate
resource allocations for enhanced safety signage in connection with these
efforts; and 3) Continue to look for additional resource options to support
enhanced code enforcement relating to safety protocols on and around the
Pier and its surrounding areas.

Public Health and Street Vendors

I want to voice my support in providing additional safety mechanisms for Street Vendors. And the safest way to provide
that support is to shut down the Pier and Promenade.
As long as they are forced to work to pay their Rent and Eat, we should ensure workers have a safe way to provide their
services. If we continue to keep the Promenade and Pier open to generate Tourist revenue in the middle of a Pandemic
where someone from LA dies every 8 minutes, the least we can do (and I mean the least) is to put up additional signs
and possibly fine those people for not adhering to rules.
If we do continue to force labor out of those in need who are barely able to make ends meet, we should at least provide
PPE to the workers and vendors. A more preferred approach would be to close the Pier and Promenade and work with
the County or State on funding for relief to the workers.
The safety of the People outweighs the need for someone to buy a TShirt or Ice Cream. Stop putting Profit over People.
