SR 12-15-2020 13E 13.E December 15, 2020 Council Meeting: December 15, 2020 Santa Monica, California 1 of 1 CITY CLERK’S OFFICE - MEMORANDUM To: Mayor and City Council From: Denise Anderson-Warren, City Clerk, Records & Elections Services Department Date: December 15, 2020 13.E Request of Councilmember Kevin McKeown that the Mayor appoint up to three Councilmembers to, along with Councilmember McKeown, the City's representative to and Chair of the West Side Cities Council of Governments (“WSCCOG”), and Councilmember Gleam Davis, the City's alternate representative to the WSCCOG, attend the December 17, 2020 virtual meeting of the WSCCOG and vote to elect a WSCCOG representative to the Southern California Association of Government’s (“SCAG”) Regional Council District #41. The agenda for the WSCCOG virtual meeting at which the election will be conducted, scheduled for December 17, 2020 at 12:00 noon, is attached. Under the SCAG Regional Council Rules, up to five councilmembers from each voting-eligible City may vote to elect the WSCCOG representative, but must attend the meeting to do so. 13.E Packet Pg. 1043 SPECIAL MEETING OF THE WESTSIDE CITIES COUNCIL OF GOVERNMENTS THURSDAY, DECEMBER 17, 2020 12:00 PM Meeting Zoom Webinar ID: 875 5027 5777 Passcode: 522247 NOTE: Item #3 below (SCAG REGIONAL COUNCIL DISTRICT #41 ELECTION) requires attendance and individual votes from city council members from Beverly Hills, Culver City, Santa Monica and West Hollywood, including council member who may not typically attend the COG meeting. Attendance and participation of a quorum of council members from these cities is permitted at this publicly open and noticed COG meeting under the Brown Act (Government Code Section 54952.2(c)(4)). MEETING INFORMATION AND ACCOMMODATION To combat the spread of Coronavirus (COVID-19), the member cities of the Westside Cities Council of Governments (WSCCOG) have issued a “Safer at Home” emergency order in March 2020, ordering all residents to stay inside their residences and to immediately limit all movement outside of their homes beyond what is absolutely necessary to take care of essential needs. The Los Angeles County Department of Public Health issued a Revised Order on March 21, 2020 which prohibits all public and private group events and gatherings and requires all persons to remain in their homes (except as otherwise provided in the Order for essential activities). The Governor of California issued Executive Orders N-25-20 and N-29-20, which waived certain Brown Act meeting requirements, including any requirements to make a physical meeting location available to the public; and, most recently, the March 19, 2020 Executive Order N-33-22, which ordered all residents to stay at home. As such, the WSCCOG will provide the Members of the Public to view and participate in the meeting remotely using YouTube Live and Zoom Webinar (Zoom Webinar ID: 875 5027 5777 Passcode: 522247). The weblink to the YouTube Live will be made available on the WSCCOG website www.westsidecities.org at 11:45 a.m. on Thursday, December 17, 2020. PUBLIC PARTICIPATION BY PROVIDING E-COMMENT Members of the Public who wish to comment on matters before the Board are strongly encouraged to submit an email with their written comments limited to 1,000 characters to riley@estolanoadvisors.com by no later than 12:00 p.m. on the day of the meeting. *Note: E-Comments received after 12:00 p.m. will be forwarded to the Board and posted on the COG’s website at www.westsidecities.org/meeting as part of the official meeting record. The email address will remain open during the meeting for providing public comment during the meeting.
